    Requirements

    MOS Codes: None

    Education and Experience : Bachelor’s Degree or higher in Engineering, and four (4) years of traffic engineering experience , including two (2) years of supervisory experience.

    Licenses and Certificates : Valid Texas Professional Engineer License, or from any state with whom Texas has a reciprocal arrangement, which must be converted to a Texas Registration within one (1) year following appointment.

    General Purpose

    Under direction, plan, direct, assign, and supervise traffic control development projects, and personnel involved in traffic engineering signal and transit system analysis, design, and implementation .

    Typical Duties

    Direct staff and projects related to the design of traffic signal systems, roadway lighting systems, work zone traffic control layouts, and permanent marking and signing plans. Involves: Plan, evaluate, and manage engineering traffic functions, signal studies, design, and implementation. Serve as project manager on traffic engineering-related large-scale projects and resolve problems of large scope and complexity. Prepare and establish short and long-range traffic planning initiatives. Oversee and manage traffic impact studies, traffic operation studies, and other transportation planning and engineering-related studies. Perform signal studies for upgrades to traffic signal improvements including left turn signals, phasing changes, striping, or other changes to lane assignments. Evaluate and effectuate traffic count studies, accident studies, signal timing plans, and traffic studies to identify unsafe and congested conditions. Evaluate test data to determine the best traffic control method. Manage and perform Intelligent Transportation Systems (ITS) engineering design and ITS planning studies for short- and long-range projects. Direct, manage, and implement projects designed or constructed by consultants and engineering contractors. Review purchase orders, change orders, plans, and specifications prepared by staff, Texas Department of Transportation, and consultants for design problems, traffic signal issues such as communications, equipment and intersection design, and compliance to standards. Make recommendations for major changes to plans and specifications, and traffic signal modifications. Prepare and manage specifications and upgrades to the Traffic Management Center by integrating new components into the system and purchasing traffic control equipment. Monitor uniformity in the design process and operational aspects of traffic. Direct and perform traffic engineering design and drafting projects for plans and specifications. Review and approve drafting and design work performed by technical and engineering associate personnel. Enforce occupational health and safety rules and regulations. Manage traffic management and computer signal systems. Coordinate all activities in the Traffic Management Center in the event of a major incident or emergency and implement incident management plans. Design and/or direct the design of drafting plans.

    Plan, direct, assign, review, supervise and establish traffic signal and control systems including signal timing and related improvements to traffic flow. Involves: Provide safe and efficient movement of people, goods, and services through the use of City roadways and signalized arterial networks. Review plans, geometric design, horizontal and vertical curves for sight distance, radius, safety lighting, and intersection and roadway alignment. Perform signal-timing analysis using traffic simulation tools and software. Identify equipment failures, troubleshoot and identify problems, monitor traffic conditions, and evaluate systems performance. Coordinate work with the Texas Department of Transportation, other City departments, and stakeholders. Develop, implement, and fine-tune traffic signal timing plans for signalized intersections. Expand traffic signal infrastructure to increase traffic mobility. Authorize decisions related to signal system operations (timing, phasing special event schedules, design, specifications, and work orders). Set up mechanical counters (configures and programs machines). Perform manual counts, compute traffic signal timing, and identify visual obstructions. Implement proper application and installation of traffic control devices to provide for safe and efficient movement of pedestrians, vehicles, and goods.

    Assist with administrative duties. Involves: Prepare Requests for Proposals and administer consultant selection process for the design of capital projects. Prepare a variety of written material, including staff and engineering reports and grant applications for engineering and transportation projects. Prepare project progress status reports. Manage documents, maintain records, and prepare reports. Oversee adherence to divisional policies, accepted procedures and guidelines, City, state, and federal regulations. Refer to Uniform Traffic Control Devices and Traffic Engineering Studies Manuals, Transportation and Traffic Engineering and Traffic Control Devices Handbook. Investigate and address citizen and officials’ complaints regarding traffic problems, address transportation and roadway issues, signal operations problems, take corrective action, and respond appropriately.

    Coordinate database design and operation. Involves: Document standards regarding common data field structures. Work with a project team to coordinate database development and determine project scope and limitations. Prepare database descriptions and specify database identifiers .

    Assist in the preparation and administration of the Division's annual operating budget, and administer and review funding. Involves: Monitor fiscal expenditures of funds for personnel and materials. Participate in the oversight preparation of plans and specifications for bid proposals. Identify and submit traffic signal interconnect projects for different types of funding. Identify required materials and prepare cost estimates, evaluate costs and benefits of services available for plan implementation. Manage and assure equipment deliveries and payments to vendors. Maintain inventory of all system equipment and signal timing records and related operations.

    Supervise and direct assigned staff. Involves: Schedule, assign, instruct, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Enforce personnel rules and regulations, and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes.

    ELIGIBILITY FOR VACATION LEAVE

    All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.

    Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:

    For 0 - 5 years of service (12 days):
    40 hour per week employees - 3.70 hours per biweekly pay period

    For >5 to 15 years of service (17 days):
    40 hour per week employees - 5.24 hours per biweekly pay period

    For >15 or more years of service (20 days):
    40 hour per week employees - 6.16 hours per biweekly pay period

    SICK LEAVE WITH PAY

    Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.

    ACCIDENT WITH PAY LEAVE

    The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.

    PREGNANCY LEAVE

    A) Pregnancy shall be treated the same as any other temporary physical disability.

    B) An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.

    C) An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.

    LEGAL HOLIDAYS

    The following days are hereby declared legal holidays for all the City departments, provided that the provisions of this section shall not apply to members of the Fire Department whose duties are to prevent or extinguish fires, or to members of the Police Department whose duties are those of law enforcement: (Amended 10/03/95)

    3. Thirty-first day in March (Cesar Chavez Day)

    4. Last Monday in May (Memorial Day)

    8. Eleventh Day in November (Veteran's Day)

    9. Fourth Thursday in November (Thanksgiving Day)

    10. The Friday following the fourth Thursday in November (Day after Thanksgiving)

    11. Twenty-fifth Day in December (Christmas Day)

    In addition to the above days, the following days are also declared to be legal holidays: 1. Any day designated as a holiday by City Council. 2. When any legal holiday falls on a Saturday, the preceding Friday shall be considered a legal holiday. 3. When any legal holiday falls on a Sunday, the following business day shall be considered a legal holiday.
