    DESCRIPTION

    The City of Long Beach Health and Human Services Department has an opening for a Community Program Specialist III in the Community Health Bureau, Nutrition Services Division. Reporting to the Nutrition Services Officer, this position will provide fiscal grant monitoring and complex program administrative support to the Nutrition Services Division, Women, Infants, and Children (WIC) Program.

    EXAMPLES OF DUTIES

    • Oversee fiscal requirements, prepares grant budget documents, and reports;
    • Assist with projections and budget allocation for WIC contracts renewals, Line-Item-Shift (LIS), and amendments;
    • Track monthly expenditures throughout the year and provide regular updates to the Nutrition Services Officer;
    • Keep thorough documentation for all purchases and expenditures for City (Single Audit) and California Department of Public Health (CDPH) WIC (State Controllers’ Office) audits;
    • Conducts, calculates, and tracks required quarterly WIC time study;
    • Assists with preparation of monthly WIC invoices;
    • Prepares, and completes the agency's year-end expenditure report for CDPH WIC;
    • Assist and provide necessary documents for State Controller Office’s financial and the annual Single Audit;
    • Assist in the development and implementation of program policies and procedures related to inventory tracking, purchasing, disposal of equipment, etc.;
    • Process the addition of new vendors;
    • Communicate with vendors regarding purchase orders, invoices, payments, etc.;
    • Assist with travel request approval and travel reimbursements;
    • Monitor monthly charges, work orders from other City Departments such as Fleet Services for accuracy;
    • Utilize quarterly Time Study data to complete WIC Report of Actual Expenditures (RAE) at year end;
    • Complete Capital Asset Inventory, Asset Data Form, Asset Retirement Form etc.;
    • Perform the duties of the Nutrition Services Division WIC Program Inventory Controller by tracking all equipment purchased and following the California Department of Public Health regulations outlined in the Contract Management guidelines as needed;
    • Orders, receives, and monitors inventory of WIC benefits cards;
    • Analyzes and interprets data to develop recommendations for improvement in service delivery, performance, and attainment of grant deliverables;
    • Attend and complete required CDPH WIC and City trainings along with any fiscal related meetings/trainings;
    • Perform other duties as assigned.


    REQUIREMENTS TO FILE

    EDUCATION
    • Bachelor's degree in Public Health, Public Administration, Business, or closely related field. (Proof of education required)
      • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
    EXPERIENCE
    • Two (2) years full-time professional experience grant monitoring and providing complex program administrative support .
      • A Master’s Degree in Business Administration, Public Administration, Public Health, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.

    SUCCESSFUL CANDIDATE WILL:
    • Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance;
    • Research and analyze data using a systematic and logical approach;
    • Communicate clearly and concisely, both orally and in writing;
    • Understand and follow oral and written instructions and procedures;
    • Maintain accurate records and files;
    • Work independently and/or as part of a team;
    • Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style;
    • Operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications;
    • Type and enter data accurately.

    DESIRABLE QUALIFICATIONS
    • Familiar with Women, Infants, and Children Supplemental Nutrition Program fiscal policies and procedures, inventory of CDPH WIC owned equipment such as vehicles, electric breast pumps, multi-function devices, etc.
