OVERVIEWUnder the direction of the assigned supervisor, the incumbent performs responsible technical staff support work and maintenance of contracts, grants, websites, and databases. This position may function as the only or principal administrative support for multiple professional and managerial-level staff. This position functions as the contract support specialist for the department, ensuring the efficient preparation, routing, and submission of all departmental contracts for approval to the County signature authority, and the dissemination of approved documents as required. Coordinating activities and performing word processing, spreadsheet, and database functions requires the ability to accomplish assigned work rapidly and accurately, to work with a variety of people. This department has 13 different divisions and processes close to 500 contracts per year.
Salish Behavioral Health Administrative Services Organization (SBHASO) serves the 3-County region including Clallam, Jefferson, and Kitsap Counties. Kitsap County is the administrative entity for SBHASO. This position works within the SBHASO to support behavioral health services contracting across the region including more than 20 contractors and more that 50 contracts.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS REQUIRED EDUCATION AND EXPERIENCE: - High School Diploma or GED; AND
- Two years of specialized office specialized office or technical program experience including six months of contract processing experience.
- Related education demonstrating required knowledge, skills, and abilities to perform the job may substitute for up to six months of experience.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS: - One or more years of contract processing experience.
- Knowledge of office administration, to include the preparation of draft documents for contracts, grants, agreements, requests for proposals, and requests for qualifications.
- Basic legal terminology and the methods of processing legal documents.
- Understanding and/or awareness of social service system terminology.
- Effective communication skills, both oral and written.
- Quality control and proofreading practices.
- Experience with phone based outward facing customer service.
- Use and care of personal computers/terminals, related peripheral equipment and Word processing and database systems/software, including proficiency with Microsoft Office products.

ILLUSTRATIVE EXAMPLE OF DUTIESIn this role, you will have the opportunity to:- Ensuring the execution of all Human Services contracts, grants, agreements and modifications/amendments, to include the initial coordination and tracking of changes; their submission, routing, and tracking through eContracts; the sending out for vendor signatures and any required follow-up; and the preparation of the final documents for signature by the required approval authority (County Commissioners, County Administrator, or Department Head).
- Directly responsible for records for supporting internal records management including records retention, sorting documents, and re-organization of SharePoint.
- Advisory Board Preparation. Provide administrative support for agency sponsored groups and activities such as monthly advisory groups, community networking meetings, or annual conferences. As a backup only.
- Provides essential office support through the coordination of mail pick-up and delivery.
