    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Utilities Supervisor - Stormwater Collections Team is responsible for maintaining the stormwater collection system. Work involves coordinating, planning, organizing, supervising and participating, as necessary, in the activities of a group of laborers, skilled workers, and contractors. Work is reviewed based on the accomplishment of desired objectives and results.

    Operating Hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty and be on call for emergency work such as stormwater breaks, storm sewer backups and snow removal.Applicants must be able to respond to the City of Westminster Municipal Service Center within 30 to 45 minutes when on call, including in inclement weather. This is a safety sensitive position subject to federally mandated random drug and alcohol testing.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    • Work alongside, direct and supervise construction personnel in order to maintain the daily operations of the Utilities Operations Section
    • Demonstrate the knowledge of occupational hazards and safety precautions necessary to the proper operation of equipment and execution of manual labor around and working with power tools and vehicular equipment
    • Demonstrate knowledge of computer programs including Outlook, Excel, Word, Cityworks, ITPipes & GIS
    • Communicate clearly, plan, organize and effectively supervise a group of laborers and skilled workers in a manner conducive to full performance and high morale in rapidly changing situations under normal, stressful and/or emergency situations
    • Build positive relationships and rapport with other team members both within the work group, the division, the department and across all departments

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities and Tasks
    1. Provides direction, instruction, and supervision for an assigned utilities crew, including:
    • Pro-actively observing performance of, and assisting with problem resolution and coordinating of activities
    • Participating in recruitment and selection of personnel
    • Developing, providing, and overseeing training of new employees
    • Evaluating performance of employees at annual appraisal
    • Reviewing and approving reports submitted by personnel
    • Investigating citizen complaints concerning performance of employees or construction activity
    • Responsible for scheduling staff and approval of leave requests and timesheets
    2. Works within and outside of department in formulating stormwater maintenance program, including:
    • Conferring with supervisors and others on new or revised work projects
    • Preparing cost estimates
    • Requisitioning materials and supplies needed for utility projects
    • Evaluating quality of materials and supplies received
    • Rejecting materials not meeting acceptable standards
    3. Plans, organizes, and participates in the maintenance, repair and installation of a Stormwater and Collection Systems including:
    • Installation and repair of stormwater and wastewater lines
    • High pressure cleaning of stormwater and wastewater lines
    • CCTV inspection of stormwater and wastewater lines
    • Must be familiar with all aspects of maintaining a Utility System
    4. Responsible to effectively communicate both verbally and in writing while providing appropriate public service and interaction, including:
    • Participating in City programs, task forces, peer groups and professional organizations
    • Using appropriate oral and written communication to provide public information and explanation of activities
    • Maintaining appropriate courtesy while with the public
    • Mediating disputes
    • Presenting a professional appearance and demeanor
    • Preparing and submitting effective written reports, memos, activity logs, etc. to all levels of the organization
    • Demonstrating effective oral communication skills with the public and other members of the department
    • Demonstrating effective communication via the radio and other portable devices
    • Keep Wastewater Superintendent updated of activities planned and completed
    5. Performs work safely, including:
    • Operating City vehicle
    • Operating light and heavy construction equipment
    • Maintaining CDL
    • Must possess a valid driver’s license and maintain a safe driving record
    6. Maintains regular and punctual attendance
    Other Duties and Responsibilities
    1. Must be familiar with all aspects of snow and ice control and able to perform snow-fighting duties
    2. Will rotate on-call for snow “Storm Supervisor” duties during the winter months
    Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses and Certifications
    Required :
    • Graduation from high school or GED
    • Seven (7) years of experience in the installation, maintenance and repair of water, storm, and sewer lines
    • Three (3) years of experience in the supervisory or lead capacity of a construction and maintenance crew
    • APWA Certified Stormwater Manager (CSM) or ability to obtain within one year of hire
    • Valid driver’s license and maintain safe driving record for continued employment
    • Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 1 year of hire (training and testing funded by the City)
    • Must be able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after that
    • PACP and MACP certified
    • Clear understanding of all regulations as they pertain to the stormwater collection system
    • Effective plan review skills and full understanding of current city code and specifications
    Preferred :
    • Associates degree or higher with course work in Environmental Science, Construction Management, Business Administration or related area of study
    • Dual Colorado Class 4 Certification in Collections and Distribution
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    This position is physical in nature and requires sufficient physical strength and stamina to:
    • Constantly sit while driving to and from work sites and operating heavy equipment on site, constantly walk on uneven terrain to assure crew safety and quality of work; Frequently stand on uneven terrain
    • Frequently squat and kneel in awkward confined spaces; occasionally crawl to inspect heavy equipment and work performed and balance to enter and exit vehicles and heavy equipment at elevated heights; constantly climb to enter equipment and vehicles at elevated heights; constantly bend to observe work from cab of equipment; constantly reach below and overhead to operate equipment and enter vehicles; constant twisting while operating heavy equipment
    • Constant light/firm grasp and fine manipulation to handle tools, equipment and material
    • Constant step up/down to use ladders to enter vehicles; constant actuate mechanism to operate heavy machinery and vehicles
    • Constant near/far acuity and hearing to safely perform duties and perform office tasks
    • Frequent lifting and carrying of up to 100 pounds from ground to waist to move manhole covers; constant lifting and carrying of up to 100 pounds to move cement bags and equipment; occasional pushing/pulling of up to 100 pounds twenty (20) feet to lift and move manhole covers and other equipment

    WORKING CONDITIONS
    Work is occasionally performed indoors and constantly outdoors with frequent exposure to extreme temperatures. Maintenance and repair are performed year-round on busy City streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working in confined spaces. On-call duty is also required for emergency maintenance and snow removal.
    Required Materials and Equipment
    Dump truck, back hoe, front end loader, trencher, high pressure flusher, air compressor and blower, gas detector, tripod, hand and power tools, two-way radios, pagers, and telephones, ACCELA and GIS programs, Microsoft Office, and other standard office equipment.

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
