The Public Defender (PD) is an essential contributor to LA County’s homelessness emergency response. Through its legal services, PD works to facilitate the diversion of thousands of low-income community members annually from LA County’s jails and into treatment services, as well as works to reduce the collateral social and economic impacts of contact with the criminal legal system, such as losing employment, social services, and housing. The collective services provided and supported by PD’s workforce have a direct and indirect positive impact on our local homelessness crisis.
WHO CAN APPLY The Public Defender's Office is seeking a qualified candidate to fill an emergency Management Analyst vacancy related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. The candidate who successfully pass the assessment will be considered for permanent appointment to Management Analyst. ABOUT THE POSITION The Management Analyst p erforms a variety of analytical, technical, and/or confidential and sensitive assignments in core functional areas of human resources, contract development, and administration, or health programs operations and administration.
Essential Job Functions ESSENTIAL JOB FUNCTIONS INCLUDE BUT MAY NOT BE LIMITED TO: - Monitoring and reviewing contract and grant expenditures to ensure compliance with standing requirements. Coordinating with contractors, consultants, and departmental staff to ensure flawless implementation of programs, grants, and contracts. Identifying issues and making strategic recommendations based on historical data.
- Developing requests for proposals, contracts, and memoranda of understanding. Preparing documentation for solicitation packages and conducting necessary research for effective proposals. Collaborating with other departments to coordinate reviews and approvals.
- Writing business communication, such as reports and memos, to share important information with collaborators. Responding to departmental surveys regarding contracts.
- Assisting managers in interpreting report data and evaluating projects to make strategic recommendations.
- Reviewing applicable laws and regulations that may affect contracting efforts and conferring with County Counsel to develop recommendations.
RequirementsREQUIREMENTS TO QUALIFY: Option 1 A Bachelor's degree* from an accredited college or university -AND- Two years of experience performing basic to routine analytical assignments that involved researching, analyzing, and synthesizing data**, as well as recommending solutions to problems related to administrative or program support functional areas.
Option 2 A Master's degree* or higher from an accredited college or university in a discipline related to core administrative areas such as contract development and administration or human resources; health programs analysis; or in a discipline related to the core business function or mission of the department.
Option 3 Four years of experience performing basic to routine analytical assignments which involved researching, analyzing, and synthesizing data**, as well as recommending solutions to problems related to administrative or program support functional areas.

**Experience performing basic to routine analytical assignments which involved researching, analyzing, and synthesizing data, as well as recommending solutions to problems related to administrative or program support functional areas is gained at the level of Los Angeles County class of Management Assistant or higher. Acceptable classes, but not limited to are:
- Administrative Assistant II
- Administrative Intern I
- Appeals Hearing Specialist
- Associate Analyst, CEO
- Program Assistant, PSS
- Senior Departmental Personnel Assistant
- Senior Personnel Assistant
- Staff Development Specialist
OUT-OF-CLASS EXPERIENCE No Out-of-Class Experience or Verification of Experience Letters will be accepted.

LICENSE: A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - LIGHT: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Additional Information EXAM CONTENT Before the end of your initial work assignment, the appointing department will evaluate your performance. If you achieve a passing score on this evaluation you will be considered for permanent appointment. If permanently appointed to the position, you will be subject to a probationary period based on the classification.
