The PositionThe City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of
UTILITIES SENIOR PROGRAMS AND SERVICES REPRESENTATIVE to fill one (1) vacancy in the
Customer Engagement Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Utilities Senior Programs and Services Representative performs high-level customer relations and marketing work related to utility public benefits and rebate programs; leads on project or program research, design, implementation and management; oversees utility customer account management, marketing and outreach with current and potential industrial, commercial, and residential utility users.
Work PerformedDuties may include, but are not limited to, the following:
- Recommend, develop and implement approved policies, plans, and programs with associated goals, for the efficient use of energy and water resources
- Lead on program development, design, administration, and management for residential and non-residential public benefit type programs and resources.
- Prepare bid packages and RFPs related to a variety of utility programs, including processing and managing agreements with contractors.
- Communicate with customers about RPU programs and services and advise customers on how to achieve energy and water savings goals; identify issues and concerns and partner to provide the best services and programs.
- Research and provide energy and water conservation methodologies and needs assessment to develop efficiency programs for electric and water usage.
- Analyze projections and research energy and water use patterns for existing and potential customers.
- Participate in community events and festivals as necessary to represent the utility and educate customers about conservation and other public benefit programs and services.
- Participate in meetings and public functions including Chamber of Commerce, service clubs, community groups, Mayor's Night Out and other functions as assigned.
- Develop, track and report key metrics such as customer contacts, utility revenue, and kilowatt savings; compile information accurately and concisely ensuring transparency in reporting and documentation.
- Oversee, participate in, and ensure regulatory compliance and effective reporting to appropriate state agencies.
- Interact with existing and new RPU customers to promote economic development in the City.
- Perform other duties as assigned.
QualificationsOption I:Education : The equivalent to a Bachelor's Degree from an accredited college or university with major work in public or business administration, marketing, resource management, economics, planning or a closely related field.
Experience : Two years of responsible experience in marketing, customer service, account management, energy or water conservation, and/or business to business related products and services. Experience in an electric, water, gas, telecom, or other utility, or government agency is highly desirable.
Option II:Education : A Master's Degree from an accredited college or university with major work in public or business administration, marketing, resources management, economics, planning or a closely related field.
Experience: One year of responsible experience in marketing, customer service, account management, energy or water conservation, and/or business to business related products and services. Experience in an electric, water, gas, telecom, or other utility, or government agency is highly desirable.
Necessary Special Requirement:Possession of, or ability to obtain, an appropriate, valid class "C" California Motor Vehicle Operator's License.
Highly Desired Qualifications:- Direct utility experience
- Experience in creating programs or services specific to the utility industry
- Experience presenting programs or services to a Board, Council and/or large community groups
- Experience in creating and managing Request for Proposals (RFP's), Agreements or similar processes

Service Employees International Union (SEIU) - General Unit The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,469 per month for employee and dependent coverage.
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
