The Department of Justice Care and Opportunities is seeking qualified candidates to fill an emergency Senior Application Developer vacancy related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Senior Application Developer.
WHAT WE ARE LOOKING FOR: The Justice, Care and Opportunities Department is looking for an experienced Microsoft Power Platform / Dynamics 365 developer to join our Information Technology Services division. You will know how to harness the latest technologies by developing low-code platforms and creating user-friendly solutions. We’re looking for an experienced solution engineer like you to support the management of low-code development platforms while translating complex functional and technical requirements into custom design and development of Microsoft Power Platform-based applications. You will create engaging customer experiences using low-code development technologies that leverage the modern experience in Dynamics 365, Power Apps, Power Automate, Dataverse, SharePoint Online, and Power BI. You'll serve as the technical lead in developing plans, estimations, and code and design reviews. You’ll work on projects that meet challenges in care for justice-involved individuals and their communities; focusing on prevention, diversion, and reentry to achieve community safety, wellbeing, and equitable justice. You will collaborate with your team to build automated business processes within Dynamics and apply your expertise to ensure accessibility for all users by developing a front end that functions across browsers, platforms, and devices while meeting accessibility and security requirements.
Essential Job Functions Key responsibilities may include, but are not limited to : - Lead the design and development of complex application programs using Microsoft Power Platform-based applications, including Dynamics 365, Power Apps, Power Automate, Dataverse, Model-Driven Apps, and Canvas Apps, by coding, testing, and debugging to create or enhance business applications.
- Develop project plans covering system architecture, conversion, integration, testing, and implementation using Microsoft technologies.
- Analyze user requirements, design architecture, document processes, translate complex functional and technical requirements into custom design.
- Identify infrastructure and technology requirements to communicate and document system scope and design.
- Perform unit and integration testing by writing automated tests or performing manual tests to ensure system functionality and compliance with specifications.
- Conduct quality assurance activities by reviewing code, user interfaces, accessibility, and security to meet programming, customer, usability, and security standards.
- Prepare and validate technical documents and user manuals by compiling system requirements and creating charts/diagrams.
- Write and review technical documents with partners to ensure proper system maintenance and knowledge transfer.
- Resolve technical problems by identifying, analyzing, and coordinating the correction of complex application/system issues, specifically within Microsoft Power Platform-based applications, including Dynamics 365.
- Participate in developing application development methodologies and standards by collaborating with team members.
- Lead in the development and support of DevOps tools and automation processes to support release management, configuration management, CI/CD, operational support, and version control.
- Perform various testing types (unit, sanity, functional, integration, automated system, performance) to troubleshoot and resolve software application issues.
- Provide professional support for application issues in production and SDLC/PS environments, focusing on Microsoft-based applications.
- Research application development tools and methodologies within the Microsoft ecosystem to provide recommendations for improving software and system performance.
- Collaborate in an Agile environment with development, DevOps, QA, PM, business stakeholders, contractors, and other IT technical staff to design, develop, review, build, test, document, deploy, and maintain business applications.
Desirable Qualifications:- Experience working in building, coding, testing, and debugging ASP.NET applications using C# and Visual Studio.
- Experience working in the Microsoft Azure Cloud platform.
- Experience using Azure DevOps and Git for team collaboration and version control.
- Experience with SharePoint development and migration.
- Experience with programming or scripting languages, including JSON and JavaScript
- Experience with Agile team development efforts.
- Ability to analyze time and effort estimation of design and development work to support sprint planning.
RequirementsRequirements to Qualify:Option I: Graduation from an accredited
* college or university with a bachelor's degree
** in Computer Science, Information Systems, or a closely related field
- AND - three (3) years of recent, full-time, paid experience coding, testing, and debugging applications programs.
Option II: One (1) year of experience at the level of Los Angeles County class of Application Developer II***

Physical Class:Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Additional InformationExamination Content: Before the end of your initial work assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
