    Description

    The County of Yuba is currently recruiting for the positions of Construction Inspector / Senior Construction Inspector for the Public Works Department in the Community Development and Services Agency. Currently, there is one vacancy that may be filled at either the Construction Inspector or Senior Construction Inspector level depending on qualifications. This class is alternatively staffed, and incumbents may advance to Senior Construction Inspector after passing the proficiency exam which meets the qualifications and expectations for that higher level class. The incumbent to this position will ensure Public Works construction projects are in compliance with applicable laws, ordinances, standards, plans and specifications through the inspection of construction operations including capital improvement projects, land development projects, and the overall Public Works Department’s field maintenance and operations of roadways, streets, bridges and drainage facilities, and parks; and performs related work as assigned.

    Construction Inspector is the entry level in the construction inspection series. Under general supervision, prepares and maintains job records, tracks contractor’s work, and monitors construction. This class is distinguished from Senior Construction Inspector since the latter receives more complex assignments and may oversee the work of technical and/or clerical staff assigned to support the construction and inspection functions of Public Works projects.

    Senior Construction Inspector is the advanced journey level in the construction inspection series. Under general supervision, provides assistance and lead direction to technical and clerical staff, ensures projects are constructed per plans and specifications, and in accordance with prudent construction management procedures. Responsibilities include timely and proper on-site inspection of public improvements including those of roadways, streets, bridges, drainage facilities, and parks performed by both the County and private contractors. This class is distinguished from Construction Inspector by the complexity of assignments assigned, number of years of experience, expectation to operate more independently with less supervision, and providing higher level assistance to management staff.

    Ideal Candidate

    The ideal candidate will have skill in performing field data collection and inspection work. Reviewing and approving of submittals and work performed. Communicating and working effectively with a variety of individuals, contractors, agencies and organizations. Establishing and maintaining effective working relationships with those contacted in the course of the work. Exercise independent judgement in the interpretation of standards and specifications as they apply to construction methods and materials. Must have the knowledge of a variety of types of construction projects. The incumbent should also be knowledgeable in principles and practices of construction methods and contract administration, including project scheduling, cost estimating, materials, and cost analysis. In addition, the ideal candidate will possess exceptional organizational skills to effectively organize, plan and prioritize work and accomplish work in a timely manner.

    QUALIFICATIONS:

    Construction Inspector:

    MINIMUM: Equivalent to graduation from high school and three years of broad and varied experience performing construction inspection activities or any combination of education and experience that provides the required knowledge, skills, and abilities.

    PREFERRED: In addition to the minimum, additional years of professional public agency experience in a public works department which has included contract administration.

    Licenses & Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.

    Special Requirements: Must successfully complete an extensive and thorough background investigation, which may include Live Scan fingerprinting prior to hire. DMV printout prior to hire. Must file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

    Work Environment: Work is performed both in the office and in the field at various job sites throughout Yuba County. Work outdoors in all weather conditions. Exposure to potential hazards at various construction sites. The work may require extended hours, weekends, holidays, evenings, or irregular hours.

    Senior Construction Inspector:

    MINIMUM: Equivalent to graduation from high school and six years of broad and varied experience performing construction inspection activities or any combination of education and experience that provides the required knowledge, skills, and abilities.

    PREFERRED: In addition to the minimum, additional years as a foreman or superintendent in the construction industry, or professional public agency experience in a public works department in a lead capacity which has included contract administration.

    Licenses & Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.

    Special Requirements: Must successfully complete an extensive and thorough background investigation, which may include Live Scan fingerprinting prior to hire. DMV printout prior to hire.     Construction Inspector: $5,382 - $6,997/Monthly

    Senior Construction Inspector: $6,097 - $7,927/Monthly

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.

    INTERVIEW SCREENING:

    Interview screening is an extension of the application process. Used as a secondary method of screening large applicant pools.

    ONE-WAY VIDEO INTERVIEW:

    One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The Public Works department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
