    Description

    The County of Yuba is currently recruiting for the flexibly staffed position of Public Works Maintenance Worker I/II in the Public Works Department within the Community Development and Services Agency. Depending on experience and the needs of the department, the position may be filled directly at the Public Works Maintenance Worker II level. The primary responsibilities under this position are to learn and perform semi-skilled and skilled work in the construction, maintenance and repair of roads, bridges, rights of way, parks and related County infrastructure in a centralized or rural location; operate and perform basic maintenance and adjustment to light and heavy equipment in the performance of the work; install street and traffic signs for County roadways and perform related work as assigned.

    About the Public Works Department:

    The Public Works Department is responsible for maintaining, repairing, designing, and constructing County roads, bridges, parks, and storm water drainage systems in accordance with local, state, and federal laws/standards, and in a manner that maximizes public safety. Due to the mountainous terrain in the eastern half of the County, road maintenance often includes snow plowing. The Yuba County Maintained Mileage for roads consists of 653 miles, 76 bridges (greater than 20’ in length), and numerous culverts/drainage structures. The department also reviews and approves land development projects as they relate to the County road, drainage, and park systems. Public Works performs administration and maintenance of the County parks and County Services Areas.

    Ideal Candidate

    Ideal Candidate:

    The ideal candidate will have knowledge of the construction industry, including safety regulations pertaining to the work; and have experience practicing safe work methods. The successful incumbent has the ability to develop and maintain cooperative working relationships and excels in a team environment. They will also be motivated and demonstrate initiative in their work. The ideal candidate will be comfortable operating a variety of vehicles and using tools related to the work.

    Qualifications:

    Minimum Level I: Equivalent to graduation from high school and one year of experience in public works, road or related maintenance work. Candidates with strong experience who lack the educational component are encouraged to apply.

    Preferred Level I: In addition to the minimum, a valid California Class A or B driver’s license with a tanker endorsement and one additional year of experience in public works, road or related maintenance work, preferably in a public agency setting.

    Minimum Level II: Graduation from high school, a valid California Class A or B driver’s license with a tanker endorsement, and two years of public works, road or related maintenance experience with at least one year equivalent to the County’s class of Public Works Maintenance Worker I.

    Preferred Level II: In addition to the minimum; a valid California Class A driver’s license with a TN or X endorsement (tanker with hazardous materials placard); three years of experience in public works, road or related maintenance work which has included the operation of heavy construction equipment and some experience directing the work of others.

    Licenses and Certification:
    • Possess and maintain a valid California Class C driver’s license.
    • Public Works Maintenance Worker II requires a minimum of a valid California Class B license with tanker endorsement.

    Work Environment:

    Typical field or shop maintenance setting, as well as typical office setting. Work with exposure to potentially hazardous paints, chemicals, solvents and sealants. Work with exposure to inclement weather, temperature extremes, equipment noise, heavy traffic and exhaust fumes, or other potentially dangerous conditions.

    Special Requirements:

    Work extended shifts or be called back in emergency situations. Must provide a current DMV printout upon offer of employment. Must successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting prior to hire. Must comply with U.S. Department of Transportation regulations as a “Safety Sensitive” or “Safety Supportive” classification depending on license, including pre-employment, random, reasonable suspicion and post accident drug and alcohol testing as a condition of employment. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

    Benefits

    Hiring Range I: $3,684 - $4,053/Monthly + Benefits (DOE)

    Hiring Range II: $4,071 - $4,479/Monthly+ Benefits (DOE)

    Classic: 2% @ 55

    New: 2% @ 62

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

    MEDICAL: Yuba County offers several medical plan options (HMO and PPO plans available based on eligibility) through CalPERS. To reference the current Rate Sheet, please visit Health Insurance and see General Resources.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.

    INTERVIEW SCREENING:

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The Public Works Department will notify the applicant(s) of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
