POSITION PURPOSE: Within the Business and Administrative Services Division, Facilities Management is responsible for creating and maintaining an environment that enables faculty and staff to fulfill the educational mission of California State University, Bakersfield through the continued maintenance of campus facilities and grounds, by providing services in a reasonable and timely manner, and by maintaining a quality-oriented organization geared toward the enhancement of the educational environment.
Under administrative direction of the Associate Vice President for Capital and Facilities Management Services, the Manager of Custodial Services, provides direct management and leadership for the day-to-day operation of the Custodial Department. Duties include overseeing the custodial staff on multiple shifts, who work to provide a clean and safe environment for Students, Faculty, Staff and visitors, and the cleaning and housekeeping of buildings and exterior areas including classrooms, laboratories, offices, auditoriums, gymnasiums, health center, rest rooms and other campus spaces.
DUTIES & RESPONSIBILITIES: Custodial & Special Events Oversight & Leadership
Responsible for the management and daily operations of the Custodial department by acting as the primary campus client liaison and coordinator for campus custodial and special events. Implement and adhere to safe working practices. Identify safety and health hazards and mitigate accordingly. Maintain secure, safe, and orderly shop and yard spaces. Establish and implement custodial level of services throughout all campus facilities ensuring CSUB’s mission, objectives, and initiatives. Assist in the planning and execution of campus special events. Coordinate other required CFMS support for campus special events. Manage work control for Custodial and Special Events. Ensure proper storage, disposal, inventory, and identification of hazardous materials. Inspect janitorial equipment ensuring proper working order and safe operation. Remove equipment from service if required. Assist in acquisition, oversight, and management of contracted custodial and special event services. Procure, issue, dispose, and maintain inventory control of supplies, materials, and equipment. Respond, oversee, and manage emergent and disaster response custodial services. Ensure quality control of custodial services and special events. Report required facility maintenance, safety and security issues as found. Perform visual inspections of facilities by walking campus buildings and inspecting cleanliness and upkeep. Identify risks and respond accordingly. Support and assist other trades in maintenance and repair tasks as needed.
Custodial Staff Supervision/Management
Serve as supervising manager of custodial and special events staff ensuring all CSU policies are adhered to. Select, hire, train, coach, evaluate, administer and supervise staff accordingly. Schedule, assign, and review work of staff. Plan and adjust custodial and special events staffs’ workload to meet CSUB mission. Support staff advancement, professional development, and attainment of their personal and career goals. Provide training, instruction, and direction to unskilled and semi-skilled assistants.
Planning and Recordkeeping
Maintain and keep current records and logs. Assist in the development of janitorial and preventive maintenance program. Maintain and keep current computerized maintenance management system. Prepare standard and complex reports. Retrieve data related to work performed using manual and/or computerized record-keeping systems. Use computerized maintenance management systems to ensure janitorial and preventive maintenance program objectives. Ensure computerized work management system is implemented to track and record work request. Establish and oversee adherence to budgets, work plans, and performance requirements. Assist with developing, modifying, and executing policies that affect operations and may have campus wide impact.
Training
Instruct vehicle and equipment operators in the proper and safe operation and servicing of vehicles and equipment to include forklift training. Develop and implement training programs to develop staff including job-based and specialized job skill training, University-mandated training and training for applicable University policies and procedures. Develop and recommend professional development for subordinate supervisors and staff to enhance Department performance and depth of expertise. Mentor and coach subordinate supervisors and staff within the Department. Provide guidance and feedback to staff.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE - A combination of education and related experience which demonstrates the required skills, knowledge and abilities described. Experience must include a minimum of three (3) years of experience in planning, organizing, and directing a custodial-based workforce and demonstrated ability to independently perform the wide range of assignments associated with administration and management of custodial or related services.
LICENSES - Possession of a valid driver’s license or the ability to obtain by date of hire.
SKILLS, KNOWLEDGE & ABILITIES (SKA’s) - - Regular and reliable attendance is required.
- Advanced knowledge of custodial and housekeeping services including knowledge of codes and policies governing bio- hazardous and/or hazardous waste.
- Knowledge of other applicable legal and government-mandated regulations and requirements related to custodial services.
- Must be familiar with bargaining unit contracts and apply regulations appropriately.
- Ability to lead diverse teams to support the operational mission and vision of the University by fostering an ethical and inclusive working environment.
- Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.

- Working knowledge of or ability to quickly learn University infrastructure, policies and procedures.
- Must be willing to travel and attend training programs off-site for occasional professional development.
- Must be able to work occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
PREFERRED QUALIFICATIONS: - Bachelor’s degree.
- Certificated Project Manager Professional.
- Custodial certificates - supervisory (Certified Custodial Supervisor (CCS) from International Sanitary Supply Association (ISSA) or other related certificates from international or national associations.
- Demonstrated skills and work experience in an institutional/educational environment utilizing a customer-oriented and service-centered attitude.
PHYSICAL DEMANDS: HEAVY WORK - 50% or more of the activities involve walking, standing, squatting, kneeling or climbing; lifting heavy weight objects which may exceed 50 pounds. Use of hands and fingers to operate cleaning tools and equipment. Ability to move around the campus to inspect various facilities, supervise staff, and ensure cleanliness standards are maintained. Sufficient vision to inspect cleanliness and identify maintenance needs. Ability to hear and respond to communication from staff, alarms, and other auditory signals in the environment.
