    Requirements

    MOS Code: 62E1G (Airforce), 11Z (Army), 28 (Coast Guard), 7595 (Marine Corps), 8583 (Navy)

    Education and Experience : A Bachelor's degree or higher in business or public administration, management or related field, and three (3) years of professional administrative support experience.

    Licenses and Certificates : Some positions may require a Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general supervision, serve as a key lead in the oversight and maintenance of contract and regulatory compliance for grant-funded agencies and programs or City contractors.

    Typical Duties

    Monitor, review, coordinate and supervise work involved in contract and regulatory compliance throughout the project. Involves: Oversee and review contract documents for competitive bidding and procurement of services. Coordinate, schedule and attend pre-construction conference. Oversee and review contract documents for contract conditions and specifications including labor, materials, equipment, transportation and all other costs and expenses. Monitor contractors and enforce compliance to contract provisions including federal regulations, insurance requirements, submittal requirements, apprenticeship provisions, and application for payment, wage rates and other provisions, including minority subcontract participation. Oversee monitoring of rental rates for housing built with federal funds for compliance with construction grant agreement. Oversee and monitor marketing practices of grant recipient landlords for compliance with affirmative marketing grant stipulations.

    Oversee and investigate contractor qualifications, contract performance and compliance with specifications and federal requirements. Involves: Monitor and review contract documents for specification of legal requirements, federal procurement guidelines and state regulations. Lead and conduct inspections, payroll verification and job-site interviews to assure compliance with established wage scales. Oversee investigations on complaints of alleged discriminatory procurement practices, wage and salary disputes. Approve recommended appropriate corrective action.

    Lead and perform site visits and review grant or contract for compliance. Involves: Perform periodic audits on files maintained by staff in preparation for visits by contracting agency. Coordinate compilation of files and contracts including verifying that appropriate insurances are in effect and filed accurately. Perform on-site review. Discuss program performance, inspect facility, review records and check for contract compliance. Interview workers at job sites to verify job classification and wages. Review and approve reports on findings, concerns and recommendations. Ensure follow-up on findings and concerns are conducted. Review and approve processing of agency billing. Review performance reports and other grant reports. Receive, review and approve audit reports and other subrecipient reports.

    Represent the department and provide technical support, information and guidance on contract or grant compliance issues. Involves: Respond to requests for information on pertinent regulations, policies and related matters. Advise management and contractors on contract compliance regulations. Prepare and revise department procedures in response to findings and recommendations made by federal agencies. Prepare periodic reports for submission to state and federal funding agencies on finances, environmental protection compliance or other designated category. Recommend changes to policies in compliance with changes in laws and regulations. Attend City Council or other meetings to represent the department.

    Perform related duties as required. Involves: Substitute for supervisor or coworkers if necessary to ensure continuity of operations during absences. Advise immediate supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options.

    Supervise or serve as a designated lead worker to assigned personnel. Involves: Organize and coordinate workflow. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, termination, transfer, disciplinary action, payroll, leave, merit pay or other employee status changes.
