Education and Experience : A High School diploma or GED, or higher, and three (3) years journey level Building trades, Plumbing trades, Mechanical trades; or journey level, master, or supervisory electrician experience; or architectural/engineering design experience; or construction code inspection; or plan review experience.
Licenses and Certificates : Texas Class "C" Driver's License or equivalent issued by another state. Must have at time of appointment applicable licenses/certifications as required by area of assignment.
Building Inspections: Positions assigned to Building Inspections require International Code Council Certification (ICC) as a Commercial or Residential Building Inspector by time of application and International Code Council Certification (ICC) as a Building Plans Examiner within one (1) year of appointment.
Plumbing Inspections : Positions assigned to Plumbing Inspections require International Code Council Certification (ICC) as a Commercial or Residential Plumbing Inspector by time of application. Journeyman or Master Plumber's License required at time of appointment. International Code Council Certification (ICC) as a Plumbing Plans Examiner within one (1) year of appointment. Plumbing Inspector License from the Texas State Board of Plumbing Examiners required within six (6) months of appointment. Submission of application to the Texas State Board of Plumbing Examiners required within one (1) month of appointment.
Mechanical Inspections : Positions assigned to Mechanical Inspections require International Code Council (ICC) Certification as a Commercial or Residential Mechanical Inspector by time of application and International Code Council Certification (ICC) as a Mechanical Plans Examiner within one (1) year of appointment.
Electrical Inspections: Positions assigned to Electrical Inspections require Journey or Master Electrician license at time of application. International Code Council Certification (ICC) as a Commercial or Residential Electrical Inspector by time of application. International Code Council Certification (ICC) as an Electrical Plans Examiner within one (1) year of appointment.
General Purpose
Under general supervision, depending on area of assignment, conduct Building, Plumbing, Mechanical, or Electrical site inspections of commercial or residential construction; or review residential, industrial and commercial plans for compliance with national, state, and local building regulations. Provide code interpretation assistance as required for assigned area.
Typical Duties
Accept and review plans and specifications submitted for issuance of permits. Involves: Verify that plans and drawings indicate nature and character of work to determine conformance to Building, Plumbing, Mechanical, or Electrical code requirements. Include in review cooling/heating systems; duct size and heat controls, plumbing fixture count, number of bathrooms, and gas appliances properly designed and vented. Approve issuance of construction permits. Provide technical assistance to construction industry and general public regarding code standards and regulations. Interpret electrical and signage codes. Review existing and proposed changes to codes and regulations. Review and study current and proposed building codes to become familiar with their use and application.
Perform residential and commercial inspections. Involves: Conduct on the job building, plumbing, mechanical, or electrical inspections of assigned new and remodeled sites and structures. Conduct inspections at different stages of construction project. Review plans and specifications, materials, layouts and equipment. Perform inspections of construction projects for compliance with occupational health and safety requirements. Inform, explain, and interpret building, plumbing, mechanical, or electrical code requirements. Issue and post red tag, stop work orders, corrective action notices and court citations when construction does not meet building code or plan specifications. Testify in court and before City boards and Commissions, as required. Investigate and respond to complaints regarding illegal construction, safety or hazardous conditions. Refer difficult or questionable situations to supervisor.
Enforce municipal and building codes. Involves: Refer citations not signed by defendants to police department for service. Confer with contractors issuing verbal and written corrections as needed. As assigned and during daily inspections, investigate work to ensure construction is being performed by licensed contractors with a city-issued permit and in compliance with requirements. Sign and post permits if construction is in compliance. Provide uniform conformance to building, plumbing, mechanical, or electrical codes, standards and regulations. Maintain applicable records and files. Research prior inspections for approval or disapproval. Attend periodic training to enhance skills, and maintain certification(s).
Provide technical support assistance. Involves: Coordinate section activities with other city departments and outside agencies. Work customer counter to issue written permits, explain reviewer comments, process permit applications to establish proper routing, and assist public with general submittal requirements. Maintain computer databases for tracking of plan routing process. Conduct meetings to provide guidance for the development of future projects and for change of building occupancy. Assist public with optional construction methods and materials. Authorize time extensions on building permits or reactivation of expired permits.

ELIGIBILITY FOR VACATION LEAVE
All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.
Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:
For 0 - 5 years of service (12 days):
40 hour per week employees - 3.70 hours per biweekly pay period
For >5 to 15 years of service (17 days):
40 hour per week employees - 5.24 hours per biweekly pay period
For >15 or more years of service (20 days):
40 hour per week employees - 6.16 hours per biweekly pay period
SICK LEAVE WITH PAY
Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.
ACCIDENT WITH PAY LEAVE
The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.
PREGNANCY LEAVE
A) Pregnancy shall be treated the same as any other temporary physical disability.
B) An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.
C) An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.
