Essential Functions - Manage and coordinate talent acquisition including Recruitment, Screening, selection, background investigations.
- Manages and coordinates talent acquisition including, recruitment, sourcing for hard to fill positions, screening, selection, background checks and onboarding process working with Human Resources Business Partners and hiring managers.
- Participate in internal and external interview panels and selection processes.
- Responsible for HR systems that include applicant tracking and onboarding system and workflow.
- Advises managers on the interpretation of personnel policies, programs, and procedures.
- Carries out administrative work involving recruitment and new employee training and maintains related records.
- May develop, analyze and propose improvements to human resource functions.
- Monitors the recruiting budget and recommends sourcing strategies to managers and business partners.
- Participates in career outreach and job fairs.
- Responsible effective implementation of human resources programs, which may include recruiting and staffing, administration of benefits leave programs, training and development, and affirmative action/equal employment opportunity compliance.
- Completes personnel transactions and maintains associated records.
Other Job Functions - May coordinate and facilitate new employee orientation.
- Reporting of HR recruiting metrics, trends and audits.
- Performs other duties as assigned.
Qualifications Required Education: 4 Year / Bachelors Degree Human Resources, Business or related field. An equivalent combination of education and/or experience may substitute for education requirements on a year-for-year basis.
Required Experience: 3 years of progressively responsible experience relative to human resources and the essential functions of the position.
Certifications: PHR or SHRM-CP preferred.
Knowledge, Skills, and Abilities - Knowledge of applicable Human Resource federal, state and local laws including equal employment opportunity regulations, FLSA, employment law and records retention.
- Knowledge of Microsoft Office software.
- Strong organizational and attention to detail required.
- Must possess the ability to effectively communicate and interact with all levels of personnel within the City and the general public in a positive and professional manner.
- Ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority.
- Ability to maintain a high level of confidentiality in all areas.
Physical Demands - Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
