    Minimum Qualifications
    Education and/or Equivalent Experience:
    • Graduation with Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus four (4) years of experience in a field related to the job, including two (2) years of which were in a supervisory, project, or program management capacity.


    Licenses or Certifications:
    • Valid Texas Class C Driver License.

    This position will be responsible for aligning the city’s disaster recovery program with FEMA’s Public Assistance model. Develop and implement citywide training for disaster cost recovery. Coordinate with departments citywide to gather and manage disaster recovery expenses and documentation.
    Provide procedural and financial Public Assistance guidance. Provide templates, forms, and tools for information collection. Track disaster Project Worksheets, their status, insurance payments, FEMA payments through closeout. Work with departments to submit quarterly reports on all open Project Worksheets. Compile HSEM disaster expenses and documentation. Perform accounting transactions to reconcile and transfer funds, and to receive reimbursements. Manage grant asset annual citywide inventory process. Assist with grant audits. Serve in an ICS Chief role during an emergency as needed.

    Driving Requirement:
    This position requires a valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
    Pay Range
    $33.49 - $42.71 per hour
    Hours
    8:00 a.m. to 5:00 p.m.: Monday to Friday.
    This position may require you to work outside of the scheduled regular works hours if there is an activation.
    Telework opportunities may be available after an initial probationary period. Work schedules must be at least 40% in the office and are implemented to meet the requirements of the department and are subject to change based on business needs.

    • Experience with Public Assistance, Hazard Mitigation, and other disaster-related grants
    • Experience managing grants

    • Expert knowledge of Excel
    • Experience monitoring and reviewing financial activity to ensure compliance with policies, procedures, and generally accepted accounting principles

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Develops and implements full-scale programs that may have multiple internal and external stakeholders. Determines program goals, objectives, and resource requirements. Establishes program standards, methods, policies, and procedures. Coordinates and collaborates with multiple stakeholders involved in or affected by programs. Monitors and evaluates program effectiveness, and implements improvement strategies. Develops, manages, and monitors the program budget and associated projects and provides financial information. Assists in the development, management, and submittal of proposed budget forecast planning. Manages, coordinates, implements, and monitors projects associated with assigned programs. Interacts with internal and external customers. Investigates and responds to inquiries from the public and other departments. Attends meetings and conducts presentations Board and Commissions, City Council Committees, City Council, and other related agencies.

    City Government
