    Bargaining Unit: Local 512 - Social Services Staff Specialist Unit

    The Employment and Human Services Department is currently accepting applications to fill one (1) vacancy for a Social Service Staff Development Specialist.

    We are looking for someone who is:
    • Skilled in developing and delivering engaging training programs tailored to diverse learning styles
    • A strong communicator, both orally and in writing, with the ability to convey ideas effectively to individuals and groups
    • Organized and detail-oriented, capable of managing multiple tasks and meeting deadlines
    • Knowledgeable about human services programs, specifically CalWORKs, Welfare-to-Work, CalFresh, and/or Medi-Cal
    • Collaborative and adaptable, working well with a variety of teams and stakeholders
    • Proficient with technology, including online learning platforms, audiovisual tools, and automated public human services systems
    • Open to feedback and focused on continuous improvement of training and development initiatives


    What you will typically be responsible for:
    • Assessing staff training needs through surveys, interviews, and data analysis, and designing programs to address those needs
    • Creating and delivering in-person and virtual training sessions, workshops, and seminars for various EHSD programs
    • Developing training materials such as handbooks, lesson plans, e-learning modules, and video content
    • Evaluating the effectiveness of training programs by collecting feedback and analyzing performance outcomes
    • Collaborating with subject matter experts to ensure training content aligns with regulatory requirements and job-specific skills
    • Coordinating logistics for training events, including scheduling, securing locations, and arranging for guest speakers or facilitators
    • Supporting organizational development initiatives by consulting on process improvements and team-building strategies

    The eligible list established from this recruitment may remain in effect for six (6) months.

    Minimum Qualifications

    Education: Possession of a bachelor's degree from an accredited college or university with a major in business or public administration, social or behavioral science, information technology or a closely related field.

    Experience:
    Two (2) years of full-time experience in a supervisory, training, or administrative capacity in a public human services agency; ORThree (3) years full-time (or the equivalent of full-time) experience in a public human service agency's child welfare program performing duties at the level of Social Worker II in Contra Costa County; ORCurrent incumbency in the class of Social Service Program Analyst, Social Service Information Systems Analyst, Senior Social Service Information Systems Analyst, Eligibility Work Supervisor I or Clerical Supervisor, AND two (2) years of full-time experience or its equivalent in either a supervisory, program specialist, or administrative capacity in a public or private human services agency.
    Substitution: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis. One year of additional experience of the type noted above may be substituted for the required academic major.

    Desirable Qualifications:
    • A master’s degree in education, public administration, organizational development, or a related field
    • Certification in instructional design, training facilitation, or adult education
    • Experience developing e-learning content using platforms like Articulate, Adobe Captivate, or similar tools
    • Expertise with human services programs, specifically CalWORKs, Welfare-to-Work, CalFresh, and Medi-Cal
    • Strong project management skills with experience coordinating large-scale training initiatives
    • Expertise in assessing and evaluating training program effectiveness using data-driven methods


    Selection Process

    Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. Online Multiple-Choice Test: Candidates who clearly demonstrate that they possess the minimum qualifications will be invited to participate in an online test. You will need access to a computer with a reliable internet connection to participate in the assessment. This multiple-choice test will assess candidates on the required competencies and technical skills. (Weighted: 100%). Tentatively scheduled: January 2025.Hiring Interview: TBD
