    Minimum Qualifications

    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to job, plus five (5) years of related HR experience, including one (1) year of experience which was in a lead or supervisory capacity.
    • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution.

    POSITION OVERVIEW
    This position will work within the Department of Aviation to supervise a team of seven plus (7+) employment professionals. This position will report directly to the Human Resources Manager III . They will develop and drive strategies to target and attract candidates to hard-to-fill-roles in the competitive 2025 market. They will mentor, train, and guide their team and executive management in the acquisition, onboarding and retention of personnel. They will build partnerships with external agencies and City of Austin departments to design affective recruiting and retention strategies to attract diverse candidates. The ideal candidate will have strong supervisory leadership skills and strong communication skills (verbal and written).

    ASSESSMENT
    A skills assessment may be required for this position.

    Driving Requirement:
    This position requires a Valid Texas Class C Drivers License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

    ESSENTIAL PERSONNEL
    This position is categorized as essential personnel. Essential personnel are required to come to work during emergencies or bad weather at the airport if they are scheduled to work and in some cases when they are not scheduled.

    The top candidate will be subject to a minimum 10 year criminal background check and security threat assessment.

    Pay Range
    $37.63 - $47.98

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Provides in-depth reference services and reader’s advisory to the public. Delivers excellent internal and external customer service. Compiles and updates user guides as needed. Creates, implements, and measures impact of public programming. Maintains assigned portion of collection and assesses collection on a regular basis. Provides instruction and classes in the use of technology, issues related to workforce and economic development, and literacy. Initiates and maintains contact with schools and with other individuals and groups serving youth in the community. Provides library tours and orientations and explains policies to public and staff. Provides training to other staff members. Collects, maintains, and prepares reports. Delivers library services through outreach.

    • Knowledge of public library issues and trends.
    • Knowledge of books, electronic databases, internet resources, bibliographic sources, reference materials, circulation software, and library automation systems.
    • Knowledge of reference tools and procedures.

    • Knowledge of Federal, State, and Local laws.

    City Government
