DescriptionThe County of Yuba is currently recruiting for the position of
Business Engagement Manager. This position evaluates, develops, and presents comprehensive programs to secure business growth and modernization in Yuba County; Plan and execute meetings of business and industry representatives to sustain economic diversity and encourage the retention of businesses in Yuba County; Cultivate and maintain lasting positive relationships with businesses. Seek ways to maximize communications between businesses and County officials; Represent the County to outside agencies and organizations; Participate in outside community and professional groups and committees to promote growth accomplishments within the county; Improve business engagement for the county by collaborating with other County departments, assist with projects and help solve problems by facilitating communication and resolving conflicts.
Examples of Duties: - Support the growth and economic development of Yuba County by forging strategic and long-term business relationships between the County and its businesses to facilitate business growth within the county.
- Establish, maintain and strengthen relationships to foster cooperation, communication, coordination, and collaboration with key stakeholders within the community and County, including elected officials, regional organizations, individuals and businesses.
- Develop networks by participating in business and industry associations, community meetings and events in support of the County’s strategies for government and businesses.
- Engage with diverse community groups and a variety of businesses and establish trusted relationships that will assist in identifying community and business needs; translate findings into information that can tie back to and support County policies, projects, and programs.
- Plan, organize, and direct a proactive public outreach program that will engage and keep the community informed on County goals, progress and achievements in business development.
- Plan and execute meetings of business and industry representatives to encourage the retention, expansion and growth of local businesses.
- Identify and solve problems creating value for both County and the businesses, assist in mitigating risks and issues that impact business growth within the county- helping to ensure county goals and objectives are met.
About CDSA: The Community Development and Services Agency (CDSA) strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County. We accomplish this by providing proper implementation of related regulations, providing community services, and by providing operation, maintenance, and expansion of Public Works infrastructure.

The ideal candidate will be skilled in fostering constructive and strategic relationships with internal and external stakeholders while independently conducting different and / or complex administrative and analytical studies. The candidate will be able to work independently, yet able to collaborate and participate in cross-functional department teams.
Qualifications: MINIMUM: Bachelor’s degree from an accredited four year college or university with major coursework in business or public administration, marketing, public relations, or a related field and two years of progressively responsible administrative analytical experience in public relations, marketing or program management. Candidates with strong experience who lack the degree are encouraged to apply.
PREFERRED: In addition to the minimum requirements, possession of an advance degree in an appropriate field and additional progressively related experience preferably in a governmental agency setting.
Special Requirements: Must successfully complete an extensive and thorough background investigation, which includes Live Scan fingerprinting prior to hire. DMV printout prior to hire. Will be required to file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.
Licenses & Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.
Work Environment: Generally a typical office environment. Work requires regular contact with county departments and private organizations, requiring the ability to promote and protect the County’s best interests; contact requires considerable skill, resourcefulness and discretion. Attend meetings and events outside of normal working hours; work extended hours as needed.

SOCIAL SECURITY: Yuba County does not participate in the Social Security Program
MEDICARE: Yuba County does participate in the Medicare Program.
STATE DISABILITY INSURANCE: Employees in this group do NOT participate in SDI.
DISABILITY INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability.

LIFE INSURANCE: The County provides a $50,000 life insurance policy to employees in this unit. An additional $50,000 in coverage is funded by the employee's contribution to the STD program. A total of $100,000 in coverage. Employees may purchase supplemental coverage for themselves and dependents.
EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

MINIMUM QUALIFICATIONS: The minimum and preferred requirements are listed above. RECRUITMENT SELECTION PROCESSES: The recruitment process involves multiple steps which may include but are not limited to:

ONE-WAY VIDEO INTERVIEW: One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.
IN-BOX WRITTEN EXERCISE: Qualified applicants may be required to participate in a proctored in-box exercise, which will take place on County computers. This exercise will be scored and weighted using pre-established criteria. This exercise will be used in establishing the rank order of the employment list.
QUALIFICATIONS APPRAISAL PANEL: This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position will be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.
WAIVER OF SELECTION PROCEDURES: When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.
EMPLOYMENT ELIGIBILITY LIST: An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENT INTERVIEW: The hiring department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
