    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Chief Executive Office is seeking qualified candidates to fill emergency Program Specialist II, CEO vacancies related to the homelessness crisis.

    Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days.

    Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties.

    Those who successfully pass the assessment will be placed on a list and considered for permanent appointment to Program Specialist II, CEO.


    Essential Job Functions

    Performs as a data scientist under the direction of a Principal Analyst to assist with data analysis and research in direct support of the Homeless Initiative’s efforts.

    Supports the expansion of research and evaluations needed to collect/analyze data and assist in the development of Key Performance Indicators (KPI) and outcomes for the County’s Homeless Response System.

    Collaborates with stakeholders to solicit, define, and develop KPIs and Outcomes for County’s Homeless Response System in support of the ballot initiative for Affordable Housing, Homelessness Solutions, and Prevention Now.

    Works with a Principal Analyst and technical staff to support collection, integration, and retention requirements for large sets of data from various sources in support of the analysis and development of homeless KPIs and outcomes.

    Requirements

    TRAINING AND EXPERIENCE:

    Minimum Requirements to Qualify
    One year of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel, at the level of Los Angeles County class of Program Specialist I, CEO** or Administrative Assistant II***.

    License
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class
    Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Special Requirement Information
    *Staff capacity in the County of Los Angeles is defined as work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.

    **In the County of Los Angeles, experience at the level of Program Specialist I, CEO is defined as providing professional services to operating departments regarding the administration of specialized organization-wide programs under immediate supervision.

    ***In the County of Los Angeles, experience at the level of Administrative Assistant II is defined as work in a central administrative office analyzing and making recommendations for the solution of a variety of problems of organization, budget, systems and procedures, program, facilities planning, general management, or personnel. Acceptable classes are but may not limited to: Human Resources Analyst I; Administrative Analyst; Principal Personnel Assistant; Principal Departmental Personnel Assistant; Administrative Intern II; Staff Assistant, CEO; Employment Services Assistant III, Sheriff; Operations Assistant III, Sheriff; Management Analyst; Financial Specialist II; Staff Assistant II; Administrative Intern II; or higher.

    Out of Class Experience will not be accepted for this examination.

    EXAMINATION CONTENT
    Near the end of your temporary assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be placed on a list and considered for permanent appointment.
