    Summary

    Starting Salary: $54,736.4800

    Position Description:

    The Safety Specialist is responsible for assisting in the development and implementation of safety and health programs that will assure compliance with Occupational Safety and Health Administration (OSHA) standards and allow the acquisition of ISO 45001 certification and ensures that inclusion and cooperation are focal points of safety efforts so that the City of Waco's safety programs encompass a culture characterized by teamwork, commitment, compliance, and accountability.

    Minimum Qualifications;

    Required:
    • Associate's Degree in Occupational Safety and Health or a related field.
    • Two years' experience in organization-wide Health and Safety programs.
    • Experience must include Job Safety Analysis (JSA's) and incident investigations.
    • Or an equivalent combination of education and experience.
    • Texas Driver's License
    • Specific technical training and certifications

    Essential Functions
    • Promotes initiatives that improve and sustain the safety, health, security, and welfare of all personnel.
    • Contributes to providing best-in-class safety leadership and service across the organization.
    • Administers Environmental Health and Safety best practices with a focus on achieving Best-in-Class performance.
    • Participates In communicating governing safety regulations and appropriate industry “best practices” and internal “best practices” to all employees to ensure continuous safety and health performance improvement.
    • Conducts activities inherent to the safety function, such as incident investigations, safety audits, trend analysis, training, job safety analyses, and job safety observations that are intended to embed a safety mindset throughout the organization.
    • Collaborates with the Risk Coordinator in analyzing workers’ compensation claims and trends and develops plans for mitigating risk.
    • May be required to respond after hours, including holidays and weekends, in the event of a departmental or City-wide emergency.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
