    • Graduation with Bachelor’s degree from an accredited college or university with coursework in Business Administration or Public Administration and experience at a leadership level in communications, policy development, or complex research and experience working in an elected official office setting.


    • Experience may substitute for education up to a maximum of four (4) years.

    The office of Council Member Elect Marc Duchen is seeking energetic applicants for the position of Council Policy Strategist.

    Job responsibilities will include:

    • Researching & developing municipal policy strategies
    • Anticipating policy needs and overseeing the design & delivery of policy content for the office’s priorities, ensuring consistency, clarity, and quality
    • Attending community and neighborhood meetings (including on evenings and weekends) as a representative of the District 10 Council Office
    • Overseeing a process of internal communication, coordination, documentation, and evaluation for varied policy areas
    • Participating in coalition building strategies and maintaining key relationships with community partner organizations
    • Attending City Council meetings and other meetings as assigned
    • Assisting and responding to constituents

    Pay Range
    $41.50 - $47.75

    Hours will vary depending on operational needs. Some evenings and weekends will be required.

    Preferred Experience:
    • Previous work in local government.
    • Prior experience in policy making.
    • Demonstrated ability to maintain strong working relationships with internal team and relevant partners/stakeholders.
    • General knowledge of local, state and federal government
    • Experience working with diverse communities
    • Proficiency with Microsoft Office Suite, Adobe Creative Suite, Constant Contact
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Represents the Council Member at City Hall and the district. Serves as liaison between Council Member’s office, departments, constituents, and constituent groups. Represents Council Member at meetings and briefings and informs Council Member of significant issues. Research Council agenda topics and evaluates impact of pending Council action. Manages office functions for Council Member. Oversees strategy and implementation of office matters in terms of communications, community involvement, and policy initiatives. Manages applicable communications and implementation of directives from Council Member to staff.

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

    • Knowledge of Public Administration principles, fiscal planning, and budget preparation.
    • Knowledge of basic laws, ordinances, and regulations underlying a public sector organization.
    • Skill in effective oral and written communications.
    • Skill in planning, organizing, and evaluating the activities of a public sector organization.
    • Skill in using computers and related software applications.
    • Skill in data analysis and problem solving.
    • Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to direct and evaluate personnel in the accomplishment of goals and objectives.
    • Ability to quickly analyze information and make strategic decisions.
    • Ability to establish and maintain effective communication and working relationships with City employees and the public.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.
