    ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through its integrated system of twenty-five (25) health centers and four (4) acute hospitals - and expanded network of community partner clinics - DHS annually provides direct care for over 600,000 unique patients, employs over 23,000 staff, and has an annual budget of over $6.9 billion.     Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    DEFINITION:
    Under direction performs a full range of activities required to support databases running on enterprise-level database management system (DBMS) software.

    Essential Job Functions

    Creates and maintains database management systems in the cloud.

    Installs, configures and maintains database management systems utilizing high availability architectures.

    Utilizes industry best practices standards for hardening database management systems.

    Designs and implements secure authentication mechanisms that utilize Kerberos, Certificates, Active Directory and Managed Service Accounts.

    Utilizes 3rd party tools and custom scripts to monitor system wait times to aid in identifying system performance issues.

    Supports database environments.

    Selects or assists in the selection of new database management systems including design, feasibility studies, cost estimates, impact analysis, data conversion functions, and reduction of redundant data.

    Installs and configures database management software, including upgrades, patches, and third-party tools. Maintains database management software and related software.

    Assists in the selection of new application systems by reviewing database design, database technologies, hardware specifications, and configuration and deployment plans for performance, maintainability, scalability, operations impact, and conformance to architectural standards.

    Performs database backup and database recovery.

    Manages disk space for database systems.

    Conducts capacity planning.

    Performs preventive maintenance tasks and database tuning.

    Analyzes database requirements. Evaluates, designs, and implements database systems.

    Develops or validates deployment scripts for database software changes and deploys databases and database changes in testing, training, preproduction, and production environments.

    Writes stored procedures, functions, triggers, and batch jobs in the database system. Writes scripts used in database system management.

    Analyzes query plans and monitors database system performance to identify and address performance problems.

    Creates and manages indexes to support application performance requirements.

    Analyzes database code written by developers to assess impact on the database system and application performance.

    Designs and implements database security for applications, including creating database users, designing and assigning roles, and granting and denying database privileges.

    Responds to database outages or performance problems and restores normal operations.

    Monitors data quality, data integrity, and database availability.

    Analyzes and resolves database problems.

    Writes policies and procedures pertaining to database standards, management, security and maintenance.

    Establishes and maintains security and integrity controls including data backup/recovery specifications.

    Participates in the formulation of database strategies.

    Participates in evaluation of new technologies in database management.

    Assists in the development of database system related standards and methodologies and the selection of a standard DBA toolset.

    Acts as a technical specialist on database concepts and functional capabilities.

    Develop or assist in the development of programs for data extraction, transformation, and loading as needed.

    Serve as liaison to vendors for negotiating license and support as needed.

    Assist in the administration and support of application servers as needed.

    Participate on a team of developers engaged in the overall database design, query tuning, creating indexes, and in the creation of triggers and stored procedures as needed.

    Requirements

    SELECTION REQUIREMENTS:
    OPTION I:
    Graduation from an accredited college with a bachelor’s degree* in computer science, information systems, or computer engineering with four (4) years of experience performing progressively responsible** information technology functions, one (1) year of which must include planning, designing, implementing, and administering of server-based, scalable databases.

    OPTION II:
    Two (2) years of experience at the level of Senior Application Developer*** or Senior Operating Systems Analyst**** in the service of Los Angeles County supporting and administering databases which must include planning, designing, implementing, and administering server-based, scalable databases.

    OPTION III:
    Five (5) years of experience performing progressively responsible** information technology functions, two (2) years of which must include planning, designing, implementing, and administering server-based, scalable databases.

    PHYSICAL CLASS 2-Light:
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    LICENSE:
    A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    **Progressively responsible experience is defined as an increase in the level of complexity, difficulty, and responsibility performed within the field of information technology.

    ***Experience at the level of Senior Application Developer is defined under direction, performs a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex***** application systems.

    ****Experience at the level of Senior Operating Systems Analyst is defined Under direction, supports complex***** operating systems and associated software and hardware on midrange servers or mainframes hosting critical applications in a high-availability environment. These environments require formal change management and problem resolution procedures, highly fault tolerant configurations, and comprehensive back-up and recovery solutions.

    ***** Complex is defined as computing systems that handles hundreds of gigabytes and enable organizations to integrate and coordinate their business processes. Such systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. They ensure that information can be shared across all functional levels and management hierarchies. Typically, such systems support companies and organizations that employ 1,000s of users.

    DESIRABLE QUALIFICATIONS:
    Additional credit will be given to applicants that possess the following desirable qualifications:

    • Additional experience in excess of the Selection Requirement performing progressively responsible information technology functions, under Option I or Option III.
    • Additional experience in excess of the Selection Requirement at the level of Senior Application Developer or Senior Operating Systems Analyst, under Option II.
    • Experience developing and supporting back-end software applications in the areas of data integration and data replication, data modeling, data security, artificial intelligence/machine learning, and database management by utilizing various developmental tools.
    • Experience gathering of software requirements and developing requirement specifications, user stories, functional and technical design specifications, user manuals, runbooks, release notes, and/or wiki pages by collaborating with stakeholders.


    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of education, experience, and desirable qualifications based upon application information and supplemental questionnaire weighted 100%.

    Applicants must achieve a passing score of 70% or higher on the examination to be added onto the list of eligible candidates.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.

    No person may compete in this examination more than once every twelve (12) months.

    SPECIAL INFORMATION
