    Type of Appointment: Full-Time, At-Will

    Job Classification: Confidential Administrative Support II

    Anticipated Hiring Amount: $5,357 - $10,982 per month

    Work Hours: Monday - Friday 8:00am-5:00pm

    THE DEPARTMENT:

    Employee Labor Relations & Compliance (ELRC) serves the University as a strategic partner and key resource office in support of the University's Strategic Initiative to advance organizational development and employee excellence by developing proactive strategies and solutions in addressing employee/labor relations issues, accessibility and reasonable accommodations, workers' compensation benefits, Human Resource policy, and EEO compliance. Our goal is to create positive and effective working relationships at Cal Poly Pomona.

    DUTIES AND RESPONSIBILITIES:

    Employee Relations
    • Represents the University independently in ELR-related matters and actions.
    • Provides general to complex level of counsel, direction, and recommendations to administrators, represented/non- represented staff, student assistants, and third parties.
    • Ensures compliance with CSU policies, Cal Poly Pomona policies, state and federal HR/labor laws and regulations, and HR best practices.
    • Works toward resolving complex University issues identifying macro/micro impact to the University.
    • Identifies secondary and tertiary considerations to operations, workflow dependencies, overall impacts, work environment, equity, etc.
    • Serve as a liaison with the Office of the Chancellor (Labor, OGC, etc.) to seek guidance and to ensure conformance and consistency with system-wide policies, practices, and interpretation.
    • Prepares cases/documentation/witness prep in response to PERB, SPB, EEOC, OCR, litigated matters, mediation, arbitrations, conferences, and other related hearings.
    • Assists the ELR Manager and Director with maintaining Outlook calendars and scheduling meetings.
    • Prepares data and statistical analysis reports and provides strategic analysis of the information to draw important conclusions and findings.
    • Utilizes the ELR Case Management System to track ELR activities.

    Labor Relations
    • Represents the University in Labor Relations matters.
    • Formulates strategies to improve employee relations and manage labor-related issues.
    • Develops procedures and practices that align with labor laws, CSU standards, and union CBA agreements.
    • Subject matter campus expert on the collective bargaining agreements, including interpreting the various CBAs.
    • Serves as a liaison with the Office of the Chancellor to seek guidance and to ensure conformance and consistency with system-wide interpretation.
    • Responds to union information requests, grievances, and CBA related concerns brought forward from staff unions.
    • Meets with employees and their union representatives to resolve issues.
    • Analyze labor relations data, such as employee engagement surveys and grievance trends, to identify areas for improvement.
    • Prepare reports on labor relations metrics and recommend actionable solutions.
    • Supports ELR with matters related to unionization of student assistants.

    Workplace Investigations
    • Conducts workplaces investigations, including conducting interviews/witness interviews, analysis, closure letters, and investigation reports.
    • Makes recommendations on best practices to management/senior leadership in consultation with ELR Manager and Director.

    Performance Management
    • Communicates probationary and permanent staff performance evaluation dates.
    • Tracks performance evaluations to ensure completion and compliance.
    • Meets with managers to discuss work performance concerns and gives guidance on how to address concerns.
    • Drafts and reviews corrective action documents including documented emails, letters of counsel, letters of reprimand, suspensions, rejection during probation, automatic resignations, and dismissal.
    • Meets with employees and managers to review corrective action.
    • Delivers corrective action to employees.

    Special Projects
    • Completes special projects as assigned (seniority points, investigations, performance evaluations, reports, campus trainings, and other special projects as assigned.


    QUALIFICATIONS:
    • Bachelor's Degree - Preferred in Business Administration, Human Resources, or a related field.
    • Minimum of 5 years in a responsible Human Resources position or related field with progressive levels of experience and responsibility.
    • Human Resources Generalist background, understanding of HR policies (ADA, Workers Comp, EEOC, etc) and HR best practices, Public Sector case management, performance management techniques, interpreting CBAs, conducting workplace investigations, and implementing COVID-19 compliance.
    • Strong interpersonal skills, written and oral communication, problem solving, and analytical skills. Ability to work fast paced and balance competing priorities.
    • Proven ability to multi-task, prioritize, organize, and complete multiple competing priorities, projects, and meetings while meeting deadlines.
    • Strong working knowledge of Employee/Labor relations principles, and complex bargaining agreements.
    • Ability to conduct effective and detailed investigations, including experienced interviewing skills.
    • Strong writing skills evidenced by polished, complete, detailed work products and report writing skills that includes evidence of a detailed well thought out and analyzed review where it incorporates relevant policies, procedures, and processes.
    • Ability to interpret Memorandums of Understandings, federal and state laws, standard human resources policies and procedures.
    • Highly organized and results oriented.
    • Excellent planning, coordinating, and organizing skills.
    • Strong working knowledge of office computer technology and software applications, including Microsoft Office, Outlook, Word, PowerPoint, Excel, spreadsheet preparation and pie charts/graphs, Ability to operate basic office equipment, such as copiers, scanners, etc.
    • Proven ability to review simple to complex data, analyze, provide findings and make sound recommendations. Includes big-picture considerations.
    • Proven ability to interact and adapt to a diverse population with diverse personalities and positions on campus with polish and professionalism. Advanced levels and use of Business English protocols in all verbal and written interactions while delivering excellent customer service. Ability to be gracious even during tense, trying and/or challenging interactions.
    • Ability to work alone, collaboratively, and in teams. Requires strong individual contributor and team supporter of the Employee/Labor Relations unit, Human Resources, division, and University.
    • Demonstrated ability to be highly discreet and confidential at all times.


    PREFERRED QUALIFICATIONS:
    • Master’s Degree in a or related field
    • SHRM Certification and/or Association of Workplace Investigators Certification
    • ELR experience in the CSU providing effective case management, advising performance management techniques, providing direction related to HR policies (ADA, Workers Comp, EEOC, etc.) and best practices, interpreting CBAs, conducting workplace investigations, and implementing COVID-19 compliance.

    CSU Classification Salary Range

    The CSU Classification Standards for this position are located on the CSU Classification Standards website .The CSU Salary Schedule is located on the CSU Salary Schedule website . The classification salary range for this position according to the respective skill level is: minimum $4,687 and maximum $11,223 per month. Please refer to the anticipated hiring range for the appropriate salary rate for this particular position.
