Our
Assistant City Attorney II provides legal representation and advice to staff, City Council, Boards and Commissions. This position will primarily advise the Loveland Police Department and supervise the municipal prosecutor(s), in addition to working on other municipal legal issues for the City Attorney.
The salary range for this position is $113,685 - $164,843 annually with a hiring range of $113,685 - $139,264 annually, depending on qualifications and experience. Essential Functions - Interpret federal, state and local laws, rulings and regulations.
- Provide legal advice to City Council, City departments and officials, and various City boards and commissions.
- Participate in the establishment of City policy, identifies practical considerations, and possesses the ability to mediate interdepartmental conflict.
- Prepares contracts, ordinances, resolutions and other legal documents.
- Review City contracts and other legal documents for legal sufficiency and potential legal implications.
- Attend City Council meetings as Acting City Attorney, in the absence of the City Attorney and Deputy City Attorney, as may be required.
- Communicates directly and effectively with City Manager, Department Directors, Department staff, outside counsel, opposing counsel and members of the public as necessary.
- Manage strategic direction of projects in cooperation with clients and negotiate deadlines, deliverables, and competing priorities for multiple clients and departments.
- Identifies potential and actual legal issues raised by City policies and practices. Recommend and direct actions to address such issues.
- Coordinate and direct complex multi-departmental projects related to City policy, municipal code, or legal risk Represent the City in negotiations and in administrative and court proceedings.
- Performs professional legal work carrying the highest levels of volume, complexity, consequence, autonomy and responsibility.
- Performs legal research, write briefs, memorandum, and opinions of law for the City Attorney, City Council, City boards and commissions, City staff, and in conjunction with litigation activities.
- Keep the City Attorney informed of matters being handled and of forthcoming matters of concern that may present a risk to the City.
- Participate in the direction and strategic planning of City Attorney's Office operations.
- Review, critique and edit others' legal writing and documents.
- Designs and present training to client staff, boards and commissions, City Council, and City Attorney’s Office staff.
- May attend executive and upper management team meeting for the City Attorney.
- Administer or manage the City Attorney's Office as needed when the City Attorney and Deputy City Attorney are absent or by assignment.
- Assist in training and advising other attorneys and support staff.
- As assigned or required, prosecutes municipal court cases and give related law enforcement advice.
- Attend meetings of City boards and commissions as assigned.
- Work independently with a low level of supervision by the City Attorney.
- Uphold core values of the City and the City Attorney’s Office in day-to-day interactions.
- Performs other duties as assigned.
Qualifications Required Education: Law Degree (JD)
Required Experience: 5 years of experience in municipal law and/or related areas such as land use, real estate, sales and use tax, elections, civil litigation, Colorado water law, and/or other local government law.
Certifications -
- Must be licensed to actively practice law in the State of Colorado and be in good standing with the Colorado Supreme Court.
- Valid Driver’s License preferred.
Knowledge, Skills, and Abilities - General knowledge of the law.
- Specific knowledge of municipal law, other local government law, real property law, land use law, employment law, utility law, Colorado water law, or similar areas relevant to a municipal practice.
- General knowledge of City organization and operations.
- Skilled in legal writing and research.
- Participate in team problem solving.
- Strong analytical skills.
- Effectively communicate both orally and in writing.
- Use word processing and presentation software, and to do on-line legal research.
- Work independently in protecting the legal interests of the City and in supporting the goals and objectives of the City Council, City Manager and City Attorney.
- Perform with integrity; demonstrate honesty and sensitivity to ethical issues; and avoid actual or apparent impropriety and/or conflicts of interest.
- Exercise appropriate judgment, often under pressure, consistent with the highest levels of volume, complexity, consequence, autonomy and responsibility attending the position.
- Establish and maintain effective working relationships.
- Deal with problems timely, effectively, courteously and tactfully.
Physical Demands: Frequent minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
Working Environment: Frequent: Exposure to routine office noise and equipment.
Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
