    SPECIAL SALARY INFORMATION :
    Traffic Mitigation Allowance: The County of Los Angeles provides Permanent employees who work in the Civic Center a $70 per month transportation allowance that may be used towards alternate modes of traffic mitigation and/or parking. In addition, the mitigation Commuter Center provides schedules for bus and rail transportation as well as information for joining carpools or vanpools.

    POSITION/PROGRAM INFORMATION

    POSITION DESCRIPTION :
    Positions allocable to this class are assigned to the Finance and Investments Branch or Cash Management Division in the Department of Treasurer and Tax Collector, where they work under the technical and administrative direction of the Public Finance, Investments, and Defined Contribution Plan or Cash Management managers.

    CLASSIFICATION STANDARDS:
    Working in coordination with other County departments and other governmental agencies within the County concerned with municipal borrowing programs, investment operations, or banking operations, Finance Analysts participate in the conduct of market analyses of financial data and other information and the development of recommendations regarding borrowing, investment, and cash management strategies. In the Cash Management Division, Finance Analysts additionally may be required to supervise and evaluate the performance of subordinate staff members.

    Essential Job Functions

    DUTIES INCLUDE, BUT ARE NOT LIMITED TO :

    Analyzes financial data affecting the County’s financing, investment, or cash management programs by using various software/databases and financial publications for reviewing securities industry reports and daily trade summaries; and conferring with financial advisors, underwriters, bond counsel, rating agencies, authorized broker dealer sales representatives, internal and external auditors, custodian bank personnel, investment consultants, investment managers, and County departmental and agency management in order to meet the capital financing needs of the County, monitor impacts to the County’s borrowing programs, administer the County’s deferred compensation program, and expedite deposit of funds in the County Treasury and maximize earnings.

    Manages the County’s financing, investment, cash management programs by purchasing fixed investment securities; and conferring with financial advisors, broker dealers, legal counsel, trustees, and third party administrators; or supervise staff by monitoring, counseling, reviewing, and editing their work in order to ensure sufficient cash resources are available to meet the financial obligations of the County, to ensure County employees have sufficient investment options to manage their retirement portfolios, and to ensure assigned staff work in a safe, timely, efficient, and effective manner to support the County in meeting its goals.

    Prepares, reviews, and updates official departmental correspondence, for the County’s financing, investment, or cash management programs by compiling information using various computer software programs in order to effectively communicate the interests of the County to other organizations, ensure legal and financial documents are in conformance with all relevant policies and procedures, and are in accordance with the County’s financing, investment, or cash management programs.

    Participates in the structuring, analysis, evaluation, solicitations, development and implementation of various financing instruments and fiscal procedures/policies by collaborating with other third party vendors, financial advisers, bond counsel, CEO, Auditor-Controller; performing various studies and tests; participating in work group meetings; collaborating with users, technical staff, programmers; identifying and reporting on potential problems in order to reduce administration costs, increase efficiency and automate fiscal operations, simplify bookkeeping, maintain security of confidential information, keep current with new banking products and services, maximize earnings, provide a top-tier investment program for County employees, and meet the capital financing needs of the County, special districts, and school districts.

    Requirements

    SELECTION REQUIREMENTS :
    OPTION I: Four (4) years of experience in a highly responsible* and complex administrative** or staff capacity*** analyzing and making recommendations for the solution of problems of organization, program, procedures, budget, systems or personnel at the level of County of Los Angeles Financial Specialist III**** or higher.

    OPTION II: Three (3) years of experience as an Assistant Vice President, Assistant Director, Associate, Analyst or any senior staff member in the finance, treasury, or government securities branch of a major bank or investment banking institution.

    SPECIAL REQUIREMENT INFORMATION :

    *Highly responsible is defined as experience at the senior level with extensive knowledge of program-related area, processes and procedures, and experience in a specific subject matter.

    **Complex administrative experience is defined as performing work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.

    ***Staff capacity is defined as working in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives. Works under general supervision of the line or Division manager.

    ****In the services of the Los Angeles County, a Financial Specialist III (Item# 0749) , analyzes and makes recommendations for the solution of complex departmental accounting, budgetary, and other financial problems including problems of accounting systems design and implementation.

    E mployees who wish to qualify using experience gained in county classifications that are not at the level of the classification listed above must provide verification of qualifying out-of-class experience by providing official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus or reclassification study with CEO Classification with your application at the time of filing or within seven (7) calendar days from the date of filing application. Employees do not need to submit such verification if they hold or have held a position at the level of the classification listed above.

    LICENSE REQUIRED :
    A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS :
    2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting . Considerable ambulation may be involved.

    EXAMINATION CONTENT :
    This examination will consist of two (2) parts:

    PART I: An evaluation of experience based on application information, weighted at 10% of your final score . Applications and all supporting documents will be fully reviewed. Each candidate's background will be evaluated on the basis of information submitted at the time of filing to determine the level and scope of the candidate's preparation for this position.

    Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher on Part I in order to advance to Part II.

    PART II: A Structured Interview, weighted 90%, measuring Professional Knowledge and Abilities; Strategic Thinking; Decision Making and Analytical Abilities; Communication and Interpersonal Relationships; Adaptability, Dependability, and Ethics; and Computer Skills .

    Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher on each part of the examination to be added onto the list of eligible candidates.

    The names of the candidates receiving a passing score on the examination will appear on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
