The
Deputy Intergovernmental Relations Officer (Grants Division) leads and directs grant activities, including but not limited to, application development, submission, compliance and reporting. The Grants Division will serve as a City-Wide resource to solicit and secure funding for City programs and activities and will work to bolster public/private partnerships. In addition, this Division will identify potential funding sources, write and package grant applications, provide grant writing and grant management training to City staff, and manage grant funds.
Well-qualified applicants will possess the following: - Knowledge of grant writing, management, and administration.
- Knowledge of funding guidelines, services, compliance and reporting for federal, state, and local grant funding.
- Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations related to grant programs.
- Knowledge of organizational and management practices as applied to the analysis and evaluation of grant programs.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Responds to and resolves sensitive inquiries and complaints from both internal and external sources and provides solutions to complex problems and works to resolve difficult issues between involved parties. Researches and monitors impact, consults with the City’s Legal Department, provides analysis, develops and advocates the City’s agenda, Manages the preparation of operating budgets, the financial forecasts and business plan requirements and reports, including financial reports and performance measures reports. Develops and implements short-and-long-range plans, policies, procedures, and programs. Acts as Intergovernmental Relations Officer in their absence to include serving as official departmental representative to other City departments, City Manager’s Office, elected officials and outside agencies. Prepares business planning reports, memoranda, and correspondence on departmental policies and activities. Secures funding from federal and state appropriations. Develops City wide programs. Provides oral and written testimony. Manages division team.
