Advance Behavioral Health and Wellness Programs for Millions of San Bernardino County Residents
The Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Behavioral Health Workforce Education & Training Manager* to oversee the diverse and complex workforce services for a comprehensive staff development recruitment and retention program. This is a key position assisting the Department Director or Deputy Director in establishing, implementing and monitoring effectiveness of the overall coordination of workforce education and training programs or activities, establishment and implementation of training and development policies and procedures, and obtaining/maintaining statewide, regional, and local partnerships.
The Workforce Education & Training Unit oversees and coordinates the New Employee Orientation, collaborates with Department Divisions and programs to identify training needs for the department, which may include contracting for specific trainings where Continuing Education Units (CEUs) are offered for multidisciplinary licenses; provides Electronic Health Record training; completes healthcare provider shortage area certifications; develops and implements recruitment and retention strategies, including hiring fairs, loan forgiveness and assumption programs; and coordinates with the Public Relations Office (PRO) on staff morale and appreciation.

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation and verification of employment history and education.
Travel: County and State travel may be required and employees will be required to make provision for such transportation (mileage reimbursement is available at current IRS rate). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.

Minimum Requirements
EDUCATION: A Master's degree from an accredited college or university in Organizational Development, Communication, Social/Behavioral Science, Liberal Arts, Public/Business Administration, or a closely related field.
-AND-
Experience: Three (3) years professional-level administrative or management experience developing and presenting education and training curricula and performing operational, organizational, and program analysis; A minimum of one (1) year of experience must be in a health setting, preferably in behavioral health.
Desired Qualifications
The ideal candidate will have program development and project management experience, excellent oral and written communication skills with the aptitude to effectively coordinate and confer with groups and individuals of various levels, and the ability to build a team that provides results with a customer service focus. Behavioral health experience and knowledge, including the role of peers in the workforce, is highly desirable.
