The City of San José Information Technology Department (ITD) seeks an experienced executive to serve as Deputy Chief Information Officer (DCIO) and lead the Technical Infrastructure Division.
Leaders in ITD all play a key role in working across organization boundaries to deliver superior IT services while shaping emerging demands. In partnership with the Chief Information Officer (CIO), the DCIO will drive the expansion of infrastructure services to meet the emerging demands and evolving work priorities. As a key position, the DCIO will play a pivotal role in advancing the City’s goals to innovate, accelerate solution delivery, and promote deep collaboration.
By aligning with the City’s commitment to equity and resource priorities, the DCIO will contribute directly to creating lasting value for the San José organization and its community as they navigate new, transformative challenges. Success in the City culture requires modeling values of collaboration, responsiveness, employee development, effective relationship management, and producing great outcomes.
Key responsibilities include but are not limited to
: - Mentor and direct multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the IT strategic plan.
- Establish, oversee, and implement IT governance structures, policies, and processes to ensure that technology investments and initiatives align with City organizational objectives, mitigate risks, and ensure compliance with relevant regulations and standards.
- Drive innovation and continuous improvement within the IT infrastructure domain by exploring emerging technologies, industry trends, and best practices. Identify opportunities to enhance the performance, scalability, and resilience of IT systems, while optimizing cost-efficiency and supporting future business needs.
- Design and implement comprehensive disaster recovery and business continuity plans, ensuring that critical systems and services are quickly restored following disruptions, minimizing downtime, and maintaining public trust.
- Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
- Manage and develop the skills and competency of IT staff based on current needs and emerging technologies or business strategies needed to support all work initiatives.
- In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments.
- Direct allocation of resources to achieve timely outcomes and measurable goals within budget; recommend IT spending and participate in the resource planning processes to ensure cost-efficient and high-quality services for the City.
- Build strong relationships with external vendors, partners, and service providers to ensure effective collaboration on technology solutions. Negotiate contracts and manage vendor performance to ensure delivery of high-quality services within budget.
Please note that the DCIO position is currently eligible for a hybrid telework schedule. However, the schedule for working remotely and onsite is subject to change.
Minimum QualificationsEducation and Experience Any combination equivalent to successful completion of advanced course work from an accredited college or university in business, public administration, or related field;
AND six (6) years of increasingly responsible experience in senior-level administrative and/or analytic work in a public or private agency. Experience managing a work unit equivalent to a major division within a City operating department is desirable.
Passing the San Jose Police Department (SJPD) background check is a condition of employment.

- Experience managing large, integrated systems, data/voice/video networks, and cloud services environments to achieve (99.9%+, 24x7x365) service levels and successful outcomes.
- Experience overseeing the development and implementation of hybrid cloud infrastructure, ensuring seamless integration and efficient operation across on-premises and cloud environments.
- Experience managing customer support for large and diverse technology operating environments (5,000+ endpoints and users) to achieve successful outcomes.
- Expert management and maintenance automation of integrated systems, data/voice/video network, and cloud services environments.
- Collaboration with business lines in defining service levels, projects, and processes to ensure understanding of and support for business needs.
- Experience in managing budgets, ensuring financial efficiency, and maximizing resource allocation.
- Direct responsibility for and success in the attainment of (1) high customer satisfaction, (2) reliability, (3) performance, and (4) project success rates in large enterprise environments (internal support base of over 2,000 customers, 5+ supported remote sites).
- Strong product and project management experience with proven results, preferably including the use of both agile and traditional approaches.
- Implementation of change and release management processes and business architecture that yield a high degree of business alignment.
