About the DepartmentThe City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department has an operating budget of approximately $19 million annually and 110 employees. Position DutiesThe Housing Department is currently seeking to fill one (1) full-time Senior Analyst vacancy in the Administrative Services Division.
The salary range for this classification is $113,327.76 - $138,072.48.
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates’ qualifications and experience.
Under direction of an Administrative Officer, the Senior Analyst performs professional analytical work of considerable difficulty in administrative matters relating to the Housing Department’s Administrative Services programs that may involve human resources assignments in the areas of recruitment, benefits and compensation, workers compensation, health and safety, training, and performance management.
The Senior Analyst will manage one Analyst I/II and work closely with the Administrative Officer on human resources matters.
Duties of the position may include:
- Managing all aspects of the Department’s human resources functions including recruitment, compensation, benefits, classification, workers compensation, health and safety, and performance management issues.
- Assisting to resolve employee disciplinary and performance issues.
- Assisting with administering a training and professional development program.
- Preparing and managing consultant agreements as needed.
- Preparing complex Council memoranda, reports and other administrative documents for City staff, State and federal agencies
- Managing an Analyst I/II direct report.
- Providing ad hoc analysis in support of Housing Department operations.
- Supporting Housing Department equity and inclusion efforts.
- Other duties as assigned.

Minimum QualificationsEducation: A Bachelor’s Degree from an accredited college or university.
Experience: Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable Substitution: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.
Required Licensing: Possession of a valid State of California driver's license may be required for some assignments.
Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
