    Description

    Performs entry-level work in support of various human resources functions, which may include recruiting and selection, hiring, compensation, leave management, and/or disability compliance in accordance with federal and state laws and guidelines to meet the agency's needs; may be responsible for coordinating and maintaining programs in assigned area.

    Examples of Duties

    Under general supervision, performs a combination of the following job duties depending on area of assignment
    • Performs entry-level work in support of one or more areas within Human Resources including classification/compensation, recruitment/selection, or leave programs; assists with administering current program
    • Maintains confidential paper and electronic files
    • Schedules and coordinates meetings
    • Provides assistance in the interpretation of assigned human resources program procedures and regulations to management
    • Acts as a resource for employees regarding policy and procedures questions and assists in resolving human resources related problems
    • Researches information as it relates to assigned area
    • Conducts research, formulates recommendations, and prepares reports on various human resources subjects and studies
    • Assists with the preparation of reports, presentations, and documentation; maintains accurate records and files
    • Supports functions specific to assigned unit, including drafting and processing correspondence; contacting internal and external customers via phone, e-mail, and fax; scheduling meetings; and opening and maintaining case files
    • Responds to human resources inquiries from employees and public
    • Stays up to date on new trends, legislation, and innovations in the field of human resources
    • Conducts analyses involving compensation and classification, recruitment and selection strategies, or leave program administration; assists with responding to and resolving concerns
    • Coordinates recruitment and selection processes for non-union and union-represented jobs, works with hiring department representatives to develop selection criteria and materials, creates recruitment and selection plan, and reviews and evaluates applications, resumes and other application materials
    • Assists departments on classification and compensation requests and issues, recommending compensation adjustments, making recommendations for allocation or reallocation of positions, and developing and updating job descriptions
    • Assists with the administration of Metro's Medical Leave, Family Medical Leave, Pregnancy Disability Leave, Reasonable Accommodation, Fitness-for-Duty, and Employee Assistance Program policies; assists with the management of non-occupational medical leave of absence cases that are over 30 days old and facilitates employees' return to work
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Job Type
    This recruitment may be used for regular, project, and temporary positions. Project Employees occupy a budgeted position and are hired for projects that have a specific time frame of at least one year and up to five years (reviewed on a year-to-year basis). Temporary positions are at-will and may work up to 40 hours per week with limited benefits. Assignments may be for up to 1 year with the possibility of an extension of up to 2 additional years. There is a maximum term limit of 3 years. Employment in a project or temporary position does not lead to regular status.

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business Administration, Public Administration, or a related field


    Experience
    • None required


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    Preferred Qualifications
    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.     Experience working in the public sector environment

    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of human resources management as they relate to the assigned unit, e.g., recruitment, selection, compensation, well-being services, disability compliance, etc.
    • Applicable local, state, and federal laws, rules, and regulations governing human resources management for a public agency
    • EEO and Affirmative Action rules and regulations
    • Collective bargaining agreements
    • Research and report preparation methods


    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Analyzing situations and identifying problems
    • Exercising sound judgment and creativity in making decisions
    • Researching, analyzing, interpreting, and presenting data
    • Communicating effectively both orally and in-writing

    • Preparing reports and correspondence

    • Understand, interpret, and apply policies, procedures, contracts, laws, regulations, and labor/ management agreements
