    Pay Range: $110,000 - $121,646 annual compensation

    Workdays & Hours: Monday - Friday 8am - 5pm; weekends as necessary.

    A Sr. Administrative Services Manager job is available with the City of Fort Worth Development Services Department to oversee all human resources, purchasing, budget, accounts payable, audits and revenue forecasting. This position will oversee the team that manages all aspects of human resources and personnel related issues for the 240 positions of the department. These include but are not limited to overseeing all human resources, medical records, payroll, and hiring needs for the Department; and providing highly responsible support to senior level management staff. There are currently 7 staff members that report to this position through 5 direct reports.

    This position will also provide highly complex fiscal management of key financial functions related to the department’s 600+ fees, revenues, expenditures, and audits. This position serves as a coordination point for the annual budget development and forecasting of the departments $31 million operating budget. Fleet management for the department is overseen by this position. The ideal candidate will be exceptionally versed in governmental accounting, have the ability to analyze and resolve complex financial issues, prepare complex financial reports, serve as a facilitator who can build a high level of trust and effective relationships to drive solutions with team members at all levels of the organization.

    The successful candidate will have a strong background and an in-depth knowledge of the principles and practices of human resources, governmental policies, finance, management, and budgeting methods and concepts including a thorough knowledge of all federal, state, and local regulatory requirements that apply to the City’s human resources, financial and budgetary activities.

    The Sr. Administrative Services Manager job responsibilities include:
    • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
    • Oversees and participates in the development, analysis, formulation and administration of the department’s budget; reviews and provides guidance relative to the forecast of funds needed for staffing, equipment, materials and supplies; reviews expenditures and provides guidance and direction regarding budgetary adjustments necessitated throughout budget execution.
    • Supervises, manages and coordinates human resources functions for the department; interprets personnel rules and regulations; research recruitment and compensation issues.
    • Manages the department’s strategic and business planning process to include the development and implementation of departmental goals, objectives, performance measures, policies and priorities for each assigned service and/or operational area; ensuring their alignment with the department’s strategic goals and organizational initiatives.
    • Provides a variety of analytical and research support on various projects; prepares and presents reports; and assists with planning, development and implementation of work plans.
    • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; implements improvements.
    • Performs other related duties as required.

    Minimum Qualifications:
    • Master’s Degree from an accredited college or university with course work in Business Management, Public Administration, Business Administration, Human Resources or related field.
    • (4) years of increasingly responsible and complex administrative, fiscal, personnel and management experience including two years in a supervisory capacity.

    Preferred Qualifications:
    • Five (5) or more years of supervisory experience.
    • Five (5) or more years of serving as the lead for a large organization in budget preparation, revenue forecasting and trend analysis, needs assessments, regulatory monitoring, performing and responding to financial audits, and management in a comparable local government environment.
    • Understanding of human resources management including the principles of supervision, training and performance evaluation coupled with ensuring compliance with the Family Medical Leave Act and ADA.
    • Understanding of the City's processes as they relate to HR and Training.
    • Knowledge of PeopleSoft Financials (or similar ERP systems).
    • Lean Six Sigma Yellow Belt or higher.
    • Proficient in Microsoft Office suite.
    • Strong written and oral communication skills, with attention to detail

    Working Conditions

    Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.

    Physical Demands

    Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

    Medical Program

    Vacation

Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward.
