  • Job Description

    Description

    Supervises the activities of the equipment maintenance instruction function in rail operations, by determining training needs, developing effective training programs, and organizing training schedules to assist in achieving the reliability and safety goals that impact the quality of service provided to Metro customers.

    Examples of Duties

    • Plans, organizes, and administers rail equipment maintenance training programs and classes
    • Conducts training classes on all rail vehicles, shop equipment, wayside equipment, and Metro's computer systems, as required
    • Develops, implements, and maintains training schedules
    • Ensures all training provided is documented on employee personnel records
    • Confers with management to determine training needs assessment for equipment maintenance personnel
    • Reviews and edits training manuals, illustrated parts catalogs, maintenance manuals, and operating manuals, as required
    • Oversees the development of new training programs to ensure technological changes are incorporated into curriculum
    • Ensures mandated programs from applicable agencies, such as Environmental Protection Agency, South Coast Air Quality Management District, Federal Railroad Administration, and California Public Utilities Commission, are implemented and employee training, certifications, or yearly permits are up to date
    • Attends out-of-the-area meetings as Metro's representative
    • Stays up to date on new and evolving equipment and procedures and ensures subordinates are properly trained
    • Testifies as expert technical witness at selected trials and hearings
    • Reviews and directs Equipment Manufacturer Training Programs or vendor provided training for use at divisions
    • Supervises subordinates
    • Accounts for subordinates and personal compliance with all of Metro's safety rules, polices, and procedures
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Associate's Degree in Mechanical Engineering, Business Administration, or a related field


    Experience
    • Five years of relevant experience developing and conducting training in rail equipment or train control and signal maintenance


    Certifications/Licenses/Special Requirements
    • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
    • Valid California Class C Driver License
    • May be required to obtain a valid California Class A Driver License


    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
    • Experience creating and continuously updating training materials, instructional outlines, manuals, training guides, and SOPs to ensure accuracy, relevance, and effectiveness
    • Experience conducting field assessments to monitor the application of training in real-world scenarios and ensure adherence to safety standards
    • Experience electronically corresponding and preparing and presenting reports on training outcomes, staff performance, and additional management requests utilizing the Microsoft Office Suite or similar software
    • Experience developing, implementing, and maintaining training schedules to ensure consistent delivery of refresher trainings and/or adherence to regulatory requirements, including tracking and managing personnel compliance


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of equipment maintenance, rail technology, wayside train control or signal systems, technical training, and planning
    • Applicable local, state, and federal laws, rules, and regulations governing vehicle maintenance or wayside train control and signal systems
    • Technical vehicle or wayside systems and signal inspection, and configuration audit inspections
    • Safety procedures
    • Principles of supervision
    • Applicable business software applications


    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)Planning, organizing, and administering equipment maintenance training programs
    • Reading schematics
    • Analyzing situations, identifying problems, and recommending solutions
    • Exercising judgment and creativity in making decisions
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro employees and outside representatives

    • Compile and analyze complex data
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
