    General Description and Classification Standards

    The individual in this position is responsible for providing investigative legal services for the City of Atlanta. Duties include gathering information, evidence and other discovery data related to on-going investigations; interviewing witnesses; performing on-site inspections; performing legal research; making recommendations for settlement or denial of claims for pending cases, etc. This is an experienced and seasoned professional, capable of independently carrying out most assignments typical of the investigation profession. This is a high level of strategic and operations management reporting to the Claims Director or a department deputy. Position manages a primary function of the department and recommends operating policy and procedure subject to department executive approval.

    Essential Duties & Responsibilities

    These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

    • Manages the workflow of the Claims Division including assigning new claims.

    • Provides answers to all escalated communication (telephone calls, letters, texts, and emails) related to claims from Claimants, investigators, other City departments, boards, agencies, and the City Attorney in a timely manner.

    • Monitors, follows up on the progress of the claim’s investigations and approves recommended claims action.

    • Collaborates and strategizes with Senior Attorney with a goal of improving the efficient processing of claims.

    • Provides oversight for the preparation of monthly, quarterly, and annual claims report, monthly employee productivity reports, and work distribution reports.

    • Provides oversight for the preparation of claims data used in the City Attorney’s quarterly reports and annual budget.

    • Provides oversight for the preparation of claims data in the form of ad hoc reports for the Attorneys responding to Open Records requests.

    • Provides oversight for the drafting of legislation for the resolution of the claims process.

    • Travels and attends meetings as needed for the City.

    • Establishes and measures work methods, performance standards, and the use of technology to increase efficiency and productivity.

    • Works collaboratively with the Litigation Division and the Advice and Counsel attorneys to ensure claims decisions are made using the appropriate policies and procedures for the timely and accurate processing of claims.

    • Works with advice and counsel lawyers to highlight improvements to the Citywide processes and assists with training and development for user agencies.

    • Reviews, edits, and rejects claims prior to submitting to Senior Attorney for final approval and before forwarding legislation to the Atlanta City Council for final action.

    • Manages and monitors training and development opportunities for investigators and other City of Atlanta departments, boards and agencies on claims procedures and resolution processes.

    • Manages quality control and audits to maintain accuracy and limit the City’s exposure to lawsuits.

    • Makes recommendations for disposition of claims (settlement or denial)

    • Provides oversight on the generation of status reports regarding pending legislation and disposition of resolved claims.

    • Reviews and approves data gathered in response to relevant Open Records Requests

    • Reviews settlement documents prepared by junior investigators in preparation for settlement negotiations with claimants.

    • Routinely provides work group leadership, guidance, and/or training to less experienced staff.

    • Proficiently uses a variety of resource tools to assist in investigations (e.g. state and local codes, Westlaw, Google Tools, etc.)

    • Operates the Department of Law’s Document Management System with proficiency

    Minimum Qualifications - Education and Experience

    Associates degree and at least ten (10) years of experience in insurance or risk management or High School Diploma and at least ten (10) or more years of experience in insurance or risk management.

    Must possess a valid Georgia driver’s license and must obtain a Georgia Insurance Adjuster License within nine (9) months of employment.

    Preferred Education & Experience

    Bachelor’s degree and at least fifteen (15) or more years of progressive, relevant legal, insurance or risk management, or investigative experience and at least two (2) years of supervisory/managerial experience. Must have a valid Georgia Driver’s License and a Georgia Insurance Adjuster’s License and a CPCU (Chartered Property Casualty Underwriter) designation.

    Licensures and Certifications

    Must complete insurance adjuster training course and obtain Georgia Insurance license within 6 months of hiring. Must have a valid driver’s license.
