Examples of Duties
Duties may include, but are not limited to the following:
- Inspect and test commercial weighing and measuring instruments for accuracy and compliance with established tolerances; issues and attaches seals to such devices meeting required standards.
- Inspect packages and commodities, other goods and petroleum products for accuracy of weights or measure, correct labeling and adherence to required specifications
- Check petroleum products meters on trucks and trailers, odometers, taximeters, milk-tanks, certain electric and LPG meters, and platform scales, livestock scales, and vehicle scales, licenses and records of weighmasters.
- Enforce State laws in regard to packaging of products and issue notices of violation and citation.
- Collect samples of commodities for testing.
- Investigate complaints of improper weights, deception or fraud.
- Assist District Attorney in development of case files for criminal and civil matters.
- Audit and investigate sub-metered utility billings and weighmaster records for accuracy.
- Conduct undercover test sales and purchases to promote equity in the marketplace.
- Assist with training other staff and planning, coordinating, and monitoring programs and staff assignments.
Minimum Qualifications
Weights and Measures Inspector I
The applicant must meet one of the following combinations of education, license, and/or experience:
Option 1
Experience:
None required.
License:
Possess and maintain one or more valid statewide specific category licenses as a County Weights and Measures Inspector or County Agricultural Inspector/Biologist.
Possess a valid California driver's license at time of appointment and maintain.
Education:
Persons holding one of the required valid inspector licenses shall be deemed to meet the educational requirements.
Option 2
Experience:
None required.
License:
None, but must obtain a County Weights and Measures Inspector license in Weight Verification or Measurement Verification within six (6) months of appointment.
Possess a valid California driver's license at time of appointment and maintain.
Education:
Possession of a Bachelor's degree from an accredited four-year college with specialization in one or more of the qualifying disciplines listed below; or Possession of a Bachelor's degree from an accredited four-year college in any discipline with a minimum of 30 semester units, or equivalent, in one or any combination of the qualifying disciplines listed below.
Qualifying disciplines:
Chemical Science, Commerce, Engineering, Law Enforcement, Marketing, Mathematics, Physical Science, Physics, and/or Statistics.
Weights and Measures Inspector II
Experience:
One (1) year of enforcement of weights and measures laws equivalent to a Weights and Measures Inspector I in Merced County.
License:
Possess and maintain two (2) valid State-wide licenses of eligibility in the three (3) specific categories as a County Weights and Measures Inspector, of which one (1) must be Measurement Verification.
Possess a valid California driver's license at time of appointment and maintain.
Education:
Persons holding the required valid County Weights and Measures Inspector license shall be deemed to meet the educational requirements.
Weights and Measures Inspector III
Experience:
One (1) year of enforcement of weights and measures laws equivalent to a Weights and Measures Inspector II in Merced County.
License:
Possess and maintain all three (3) valid State-wide licenses of eligibility in specific categories as a County Weights and Measures Inspector.
Possess and maintain a valid Class B California driver's license.
Education:
Persons holding the required valid County Weights and Measures Inspector license shall be deemed to meet the educational requirements.
IDENTIFIED SAFETY SENSITIVE POSITIONS IN THIS CLASSIFICATION WILL BE SUBJECT TO PRE-EMPLOYMENT, POST-ACCIDENT, REASONABLE SUSPICION, RANDOM AND RETURN-TO-DUTY DRUG AND ALCOHOL TESTING PURSUANT TO THE PROVISIONS OF THE COUNTY OF MERCED DRUG AND ALCOHOL TESTING POLICY
Essential Functions

- Occasional exposure to physical and chemical hazards such as electricity, gasoline, diesel, propane, and natural gas.
- Occasionally overtime, weekend, and holiday assignments and some seasonal assignments require early morning or late evening work.
- Frequent use of depth perception, peripheral vision and color perception.
- Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
- Frequently kneel, bend, twist, squat, balance and crawl.
- Frequent use of hand-eye coordination.
- Frequent use of data entry device including repetitive hand and arm motion.
- Frequently lift and carry up to 50 pounds. Occasionally lift with help up to 100 pounds.
- Normal dexterity, frequent holding and grasping.
- Regular attendance is an essential function.
Knowledge of:- Weighing and measuring systems and the principles of their operation.
- Laws, rules, regulations and policies promulgated by the Secretary of the Department of Food and Agriculture, Division of Measurement Standards.
- Investigative and courtroom procedures.
- The principles of record keeping, program organizing and coordinating techniques.
- Weights and measures, container content, and public weighmasters.
- Construction, mechanics and operation of scales and other weighing and measuring devices.
- Specialized fields of weights and measures.
Ability to:- Impartially investigate complaints of short weights, deception or fraud.
- Enforce the laws and standards pertaining to weights and measures.
- Use tools and equipment commonly associated with the weighing and measuring.
- Establish and maintain cooperative relationships with the public.
- Maintain/calibration standards and equipment in good working order.
- Complete records of inspections and investigations.
- Produce completed criminal and civil case files.
- Prepare and present Weights and Measures information at industry meetings.
- Safely operate sensitive testing equipment.
- Effectively conduct department approved undercover operations to verify deceptive or fraudulent business practices.
- Obtain a Class B California driver's license and drive a heavy weight truck.
HOLIDAYS & LEAVES
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours).
SICK LEAVE
0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus two optional holidays.
BEREAVEMENT LEAVE
Five (5) regularly scheduled workdays.

HEALTH INSURANCE
Medical Insurance - Merced County offers multiple Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.- Anthem 500 EPO

State Disability Insurance (SDI)
Merced County non-management employees are enrolled in the State Disability Insurance Program (SDI). Premiums for this insurance are paid by the employee. This insurance is administered solely by the State, who determines eligibility and payments. Benefit amounts are based on the quarter with the highest wages earned within the base period.
LIFE INSURANCE
County-paid Life and Accidental Death & Dismemberment Insurance- Represented Employees $10,000
Voluntary Term and Whole Life Insurance are available - premium paid by employee
RETIREMENT
DEFERRED COMPENSATION
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION
The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.The applicable benefit formula is dependent upon your hire date with an MCERA employer; yourpension amount will be determined by your age, years of service and final compensation amount.

Anthem EAP services provide up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.

The County of Merced has partnered with Employee Savings Tickets to provide discounted coupons and tickets for all county employees to attractions throughout the state and out-of-state.
