DescriptionPerforms and leads highly complex work in support of Metro's Small Business, Certification, Outreach, Project Labor Agreement/ Construction Careers Policy (PLA/CCP), and Labor Compliance Programs. This position will be reporting to the Small Business Programs unit.
Examples of Duties- Oversees staff in the negotiation, daily administration, and review of contracts for professional, support, and technical engineering projects and systems to ensure conformance with Metro Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE), disabled veteran business enterprise (DVBE) and labor compliance programs procedures, certification, and applicable regulations as well as other agency programs
- Oversees, reviews, and comments on goal setting, compliance submittals, consultant and other support contracts and small business contract language for Request for Proposals (RFPs) and Invitation for Bid (IFB) packages
- Initiates action to resolve problems with consultants and other professional service firms; provides guidance in determining compliance; reviews and monitors the plans of prime contractors and consultants as they relate to meeting DBE, SBE and DVBE commitments
- Performs project management lead oversight over compliance review audits and new program elements
- Provides business advisement to Project Management on upcoming and current solicitations and contracts for small business opportunities and inclusion
- Provides guidance to internal departments and external stakeholders on Diversity and Economic Opportunity (DEOD) programs and small business program guidelines and regulations
- Conducts presentations on small business at small business workshops, forums, Board of Director meetings, legislative briefings and community groups as appropriate
- Recommends, reviews, updates, and implements department policies and procedures
- Oversees small business program reporting systems
- Monitors, reports, and briefs management on legislative changes that impact department programs
- Responds to governmental agencies regarding DBE and certification matters
- Oversees preparation of written documentation regarding audits, disputes, findings, hearings, and appeals
- Represents department at meetings, conferences, and public events
- Approves daily review of small business program activities for goal setting, contract compliance monitoring, certification, and reporting
- Attends, conducts, and oversees small business program meetings, project briefings, program meetings, and informal dispute resolution meetings with contractors, consultants, and subcontractors
- Develops small business programs and oversees process improvements
- Drafts scopes of work and oversees procurement process contracts for small business support services
- Prepares reports for and gives oral presentations to management and the Board of Directors as applicable
- Prepares various letters and notices to internal departments, contractors, consultants, and subcontractors
- Reviews and approves SBE, DBE and DVBE certification determinations and conducts certification appeal hearings
- Manages subrecipient monitoring and reporting
- Attends progress meetings to review contract issues, ensures prompt payment, and makes adjustments to compliance administration
- Investigates contractor small business complaints and renders findings
- Conducts and oversees contract closeouts and imposes administrative sanctions for non-compliance
- Prepares monthly status reports, summaries, and other correspondence
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
- Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education- Bachelor's Degree in Business, Law, Public Administration, or a related field
Experience- Five years of relevant experience performing complex small business programs administration; some positions in this class may require specialized experience in area of assignment
Certifications/Licenses/Special Requirements- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Contract Compliance Administrator (CCA) or Master Compliance Administrator (MCA) certification preferred
- Travel to project sites and examination of the work sites may be required
- May be required to work irregular hours, split shifts, weekends, holidays, or 24-hour-a-day on-call assignment

- Experience implementing Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) program development elements including organization, materials, and training
- Experience monitoring performance, accuracy, budgeting, and invoicing for contract compliance and/or subcontract administration
- Experience overseeing, reviewing, and providing comments on Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) program goal setting and compliance submittals
- Experience providing guidance and assistance to lower-level employees on Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) programs
