    Requirements

    MOS Code: 165 (Navy), 35P1 (Air Force), 46A (Army)

    Education and experience : Bachelor's Degree or higher in Journalism, Advertising, Marketing, Public Relations or a closely related field from an accredited college or university and four (4) years of professional experience in journalism, public relations, or marketing.

    Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by the date of appointment.

    General Purpose

    Under general direction, manage media relations and social media programs for the City of El Paso and serve as a media contact, spokesperson and community liaison.

    Typical Duties

    Plan, coordinate and evaluate public outreach programs for a bilingual community. Involves: Conduct research, perform statistical, or benchmarking analyses to determine public relations and marketing needs. Establish objectives and develop strategy in conjunction with assigned departments. Review performance against objectives to determine program effectiveness and need for changes. Prepare or present programs designed to promote awareness of assigned programs, activities, actions and accomplishments to civic groups, school districts, and the general public.

    Act as a spokesperson and manage media relations for assigned departments. Involves: Establish personal contacts and build positive relationships with local and regional media outlets, in addition to industry publications. Maintain current media contact lists. Stay informed and keep leadership aware of sensitive or controversial matters of public information. Prepare news releases, opinion columns, public service announcements and other communication products for the media. Assist subject matter experts with messages and guidance for interviews with the media and specific customer complaints. Prepare regular reports of media coverage about the assigned departments and archive important media stories.

    Lead digital activities. Involves: Manage strategic direction and participation in digital and social media platforms. Continually seek new ways to engage stakeholders and customers to further City of El Paso initiatives. Measure and track the impact of social media efforts. Develop and produce content for digital platforms such as posts, stories, videos, and infographics for use on website and social media platforms.

    Serve as department liaison. Involves: Assist with responding to request for information from elected officials or their constituents. Assist City departments and portfolios with media and public relations needs for Cross Functional Teams, major projects and City events. Advise departments with web pages on content and web presence. Assist departments with publicity and media relations needs.

    Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
