    An experienced Custodial Services Manager to join our team and lead our custodial program, delivering high-quality cleaning and maintenance services.     Minimum Qualifications:
    Required:
    • Associate's Degree in Business, Management, Public Administration, or related field
    • Four years of facility operations, including supervisory and contractor or vendor management experience in a relevant field; and custodial or housekeeping leadership experience
    • Or an equivalent combination of education and experience.
    • Must possess a valid Texas Driver's License
    • Must be able to pass a Criminal Justice Information System (“CJIS”) background check
    Position Overview:
    Under general supervision, oversees and manages the custodial services functions of the facilities department. Supervises and coordinates the work of custodial supervisors, staff, and related service providers and vendors to provide safe, clean, and comfortable spaces for city staff, citizens, and visitors. Assures compliance with all codes, standards, safety regulations, and best practices. This position receives general guidance from the Director of Facilities.

    Position Responsibilities:
    • Leads the custodial services functions of the department; supervises custodial supervisors, staff, and related service contractors and vendors.
    • Performs regular inspections of city facilities to ensure compliance with all department standards and regulatory requirements.
    • Oversees work performed by contractors; reviews and approves performance, expenditures, and reports; ensures compliance with standards, specifications, procedures, and City policies.
    • Manages and trains assigned staff; plans, prioritizes, and assigns tasks and projects; monitors work, develops staff skills, evaluates performance, and addresses workload and technical issues. Regularly meets with staff to review and discuss projects and work assignments, fosters teamwork, and promotes a positive and healthy work environment.
    • Oversees the use of temporary labor or services as needed.
    • Displays leadership in hospitality, exemplifies excellent customer service, and creates a positive atmosphere.
    • Ensures service requests are completed promptly; coordinates schedules and support with other departments and facility operations, including special activities, emergency service requests, and facility space management.
    • Schedules and coordinates preventive and recurring custodial work for all facilities; ensures all periodic services are completed timely.
    • Researches, reviews, recommends, and implements contractual services, vendor partnerships, products, equipment, and procedures to ensure the highest standards of cleanliness, safety, and efficiency.
    • Participates in the development and implementation of standard operating procedures, safety procedures, and performance standards; identifies and implements opportunities for improved services.
    • Manages assigned budget, forecasts needs, and procures services, equipment, and supplies; forecasts and maintains inventory requirements; participates in budget review and annual planning.
    • Maintains division files, documents, and records; prepares reports on program activities and performance.
    • Utilizes Computerized Maintenance System for data recording, communication, work order management, and preventative maintenance. Provides system training for staff as required.
    • May be required to respond after hours, including holidays and weekends, in the event of a departmental or City-wide emergency.
    • Driving is essential.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
