    Description

    Performs quality audits to ensure Metro projects are meeting contractual and industry requirements and that work is performed in compliance with Project Quality Program procedures and requirements. This position will ensure the Metro Quality Policy is applied to transit/highway project development and that work is compliant to Project Quality Program procedures and requirements.

    Examples of Duties

    • Conducts quality audits, including reviewing quality program submittals for compliance to contract requirements
    • Provides quality support to Resident Engineers, contractors, and equipment manufacturers, as required
    • Conducts quality surveillances for specific quality related activities
    • Evaluates quality systems and performance
    • Investigates, documents, reviews, and approves non-conformances and QARs (Quality Assessment Reports)
    • Audits contractor's activities, facilities and tunnel construction, hardware installation, system integration, and acceptance testing
    • Provides quality support for test and equipment acceptances
    • Provides quality input to design documents
    • Maintains quality management procedures
    • Analyzes data and prepares narrative reports
    • Represents Metro internally and externally
    • Provides guidance and assistance to new or entry-level employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

      May be required to perform other related job duties


    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Engineering, or a related field; Master's Degree in a related field preferred


    Experience
    • Five years of relevant experience in the design and construction of rail transit projects, including quality system auditing experience and two years of experience supporting the implementation of a quality system


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Registration as a Professional Engineer preferred
    • Certified Quality Auditor, Certified Manager of Quality, or Certified Quality Engineer preferred
    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:

    • Experience applying ISO 9000 Standards to organize quality management systems.
    • Experience conducting and closing quality audits.
    • Experience evaluating quality systems and performance.
    • Experience communicating both verbally and written with contractors and consultants in a team environment.

    • Computer software, such as Microsoft Word, Excel, and PowerPoint
    • Quality system audit requirements
    • Research and report preparation methods
    • Processes, systems, and procedures for Project Quality Program
    • Applicable local, state, and federal laws, rules, and regulations, including Equal Employment Opportunity (EEO)
    • Metro policy and procedures
    • Construction means and methods, including transit construction or general heavy construction practices

    • Performing audits of construction activities
    • Conducting research and developing reports
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels internally and with external representatives

    • Analyzing situations and identifying problems, including Root Cause Analysis
    • Identifying areas for improvement
    • Reading and understanding construction drawings and plans

    • Develop, coordinate, present, administer, and evaluate construction quality programs and requirements
    • Prepare comprehensive reports and correspondence
    • Think and act independently
    • Meet tight time constraints and deadlines
    • Compile and analyze data
    • Understand, interpret and apply laws, rules, regulations, policies, procedures, contracts and agreements
    • Represent Metro internally and externally
    • Maintain good working relationships
    • Handle highly confidential information
    • Travel to offsite locations
    • Read, write, speak and understand English
