Description Performs a variety of responsible professional and technical duties in the management and coordination of City park and landscape projects, including plan and specification preparation, contract negotiation and administration, and funding research and identification.
This single management classification is responsible for managing the Park and Landscape Design Section in the Public Works Agency, including supervising the staff involved in designing City parks and landscape facilities and areas. The incumbent has considerable contact with other professionals in this field, including consultants, contractors, and City planning staff. This class is distinguished from the next higher Deputy Public Works Director / Parks, Fleet, and Facilities Manager classification in that the former classification has divisional oversight of Parks and Landscape Design, Parks Maintenance, Fleet Services, and Facilities Management, and higher decision-making authority and accountability. This classification is distinguished from the next lower Associate Park and Landscape Planner classification in that the former classification has responsibility for all section functions, supervisory authority, and higher decision-making authority and accountability.
Essential Functions Include But Are Not Limited To- Assumes management administrative oversight of the Park and Landscape Design Section programs and activities, including the landscape, site design and layout of parks, recreation facilities, and other City areas for capital improvement projects.
- Develops, implements, and oversees section goals, policies, procedures, and priorities.
- Performs the most complex work and supervises the development of plans, specifications, and cost estimates, and construction activities for City landscape improvements.
- Oversees, reviews, and approves landscape architectural design documents; ensures compliance with regulatory codes, policies, and procedures, such as the Americans with Disabilities Act (ADA) and California Environmental Quality Act (CEQA).
- Inspects and directs the inspection of landscaping work to ensure compliance with plans, specifications, and regulations.
- Coordinates with and provides advice and technical assistance to City staff and outside parties regarding the design, renovation, and alteration of landscape projects.
- Confers with City staff regarding landscape project requirements, schematic drawings, and cost estimates, including parks and zoo master planning and public facility development.
- Represent the City on landscape design and planning matters; responds to public inquiries.
- Participates in the preparation of grant applications; secures grants and other funding sources required for capital improvement projects; and reviews grand funded financial expenditures.
- Selects, trains, deploys, supervises, develops, and motivates assigned staff; establishes performance standards and evaluates employee performance; works with employees to correct deficiencies; and implements disciplinary procedures with the department head.
- Negotiates and executes agreements with architectural and engineering consultants; prepares performance specifications; estimates budgets; oversees, coordinates, and evaluates the work of consultants and contractors; and reviews progress payments.
- Attends meetings and presents written and oral reports to the City Council; Parks, Recreation, and Community Services Commission; and other groups.
- Oversees complex studies and research regarding existing and proposed landscaping; reviews environmental impact, resource management, and feasibility reports and studies.
- Prepares and maintains complex reports and correspondence, including staff reports.
- Monitors and responds to landscape design trends and regulations.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods; monitors workload; identifies and implements improvement opportunities.
- Plans, directs, coordinates, and reviews section operations and work activities; monitors workflow; and continuously reviews and evaluates work products, methods, and procedures.
- Manages the development and administration of assigned budget; directs the forecasting of funds; monitors and approves expenditures; and makes necessary adjustments.
- Maintains division records in accordance with legal requirements and City policy.
- Provides highly responsible staff assistance and support to higher level management.
- Performs other duties as assigned.
Minimum Qualifications Must be a current City of Santa Ana employee. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the listed knowledge, skills, and abilities.
EXPERIENCE AND EDUCATION - Experience: Five (5) years of professional level work experience in park planning, landscape architecture, architecture, or a related field, including one (1) year of lead or supervisory work experience.
- Education: Bachelor’s degree from an accredited college or university with major course work in park planning, landscape architecture, architecture, or a related field.
- Special Requirements:
- Possession and retention of an appropriate valid driver’s license or ability to use alternative forms of transportation that would reasonably meet the needs of the position is a condition of continued employment.
- Possession and retention of a valid and current State of California Landscape Architect License.
- Highly Desirable: Master’s degree from an accredited college or university with major course work in park planning, landscape architecture, architecture, or a related field is highly desirable.

WORKING CONDITIONS - Environmental Conditions: Work is generally performed in standard office and, occasionally, field settings. Occasional travel to different sites is required. Incumbents may be exposed to fumes, odors and smells, loud and noisy conditions, indoor and outdoor lighting, dirt and dust, wind and pollen, and variable weather conditions.
- Physical Conditions: Primary functions require sufficient physical ability and mobility to work in office and field settings; may need to operate motor vehicles or obtain appropriate alternative forms of transportation; stand or sit for prolonged periods of time; occasionally climb, stoop, bend, kneel, crouch, reach, twist, and walk; lift and carry up to twenty (20) pounds unassisted; push and/or pull light to moderate amounts of weight unassisted; have dexterity of hands to grasp and manipulate objects; operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; utilize sight, hearing, speaking, reading, writing, and math ability to exchange information; see with normal vision and visual range, with or without correction; and hear in the normal audio range, with or without correction.
