GENERAL DESCRIPTION NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY. Under the direction of the Colonel, the Lieutenant Colonel performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Law Enforcement Division. This position is responsible for the supervision of Regional Operations (including all Field Majors, related Chains-of-Command, Law Enforcement Offices, and assets and personnel within the eight field regions). Works to instill an environment of open communication that allows for input, ideas, and solutions across the Division. Fosters a positive attitude, remains approachable, and collaborates with staff across the Division and Agency daily. Mentors Divisional staff on leadership, management, and communication. Is strategic and understands the importance of short-term and long-term planning through implementation of the Agency Land and Water Plan and the Divisional Strategic Plan. Understands the importance and focus of conservation law enforcement on a statewide basis which includes recreational and commercial conservation law enforcement, and long-term, complex criminal investigations which may include protected, threatened, and endangered species, invasive species, wildlife trafficking and exotic species. Understands the importance of public safety enforcement which includes water safety, Boating While Intoxicated enforcement, penal code, and other applicable codes, statutes, and laws. Understands, promotes, and fosters relationship building within the Agency, Division, and between partner law enforcement agencies, NGOs, and other stakeholders. Assists with and provides advice on Division personnel issues, provides supervision and guidance to regional Majors as required and advises the Colonel and other Senior Staff on enforcement and regulatory issues. Works collaboratively with the Chief of Staff, Chief of Support Services, Majors, Assistant Commanders, other members of senior staff, non-commissioned employees, other TPWD Divisions and Agency personnel, partner LE Agencies, stakeholders, and NGOs to find solutions. Assists with plans, coordinates and monitors Division projects and assignments and ensures records are adequately maintained. Provides leadership to and promotes teamwork within the agency and the Law Enforcement Division. Assists with directing special projects and assignments. Assists in representing the Division on matters of interest to the Executive Office, the public, other state, local, and federal agencies. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.
Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor's degree;
Graduation from the Game Warden Training Academy.
Experience: Twelve years' experience as a TPWD Game Warden, with at least five years at the rank of Lieutenant or four years at the rank of Captain or above.
Licensure: Must possess a Class "C" Texas driver's license;
Must possess a current license as a peace officer by the Texas Commission on Law Enforcement (TCOLE).
Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department.
NOTE: Retention of position contingent upon maintaining required licenses and certifications.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code, the Code of Criminal Procedure, the Texas Parks and Wildlife Code;
Skill in interpreting and applying applicable administrative, state and federal laws and regulations, including all aspects of the Texas Parks and Wildlife Code, TPWD Proclamations, TPWD Policy Manual and Law Enforcement Division Operational Procedures;
Skill in working collaboratively with other agencies, local/state/federal officials and TPWD managers and leaders to resolve inter and intra departmental problems and issues;
Skill in communicating with others, both verbally and in writing, including high level officials and elected representatives;
Skill in planning, directing and controlling the work of others, including special assignments, special investigations and legislative work as appropriate;
Ability to effectively supervise and motivate subordinate staff;
Ability to promote teamwork and operational effectiveness;
Ability to work with Law Enforcement Division supervisors and management to accomplish goals and objectives in a timely and effective manner;
Ability to accurately assess core issues of problems, arrive at appropriate decisions quickly and take appropriate actions to bring about successful solutions;
Ability to work effectively in a fast-paced environment, deal effectively with changes and multiple tasks and maintain proper priorities in work goals and outputs.
WORKING CONDITIONS Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday:
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;
Required to work overtime as necessary;
May be required to operate a State vehicle;
Required to travel 25% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
