CITY GOVERNMENT Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. DEPARTMENT The Long Beach Energy Resources Department (LBER) operates two unique and distinct business operations, including expansive onshore and offshore oil operations managed on behalf of the State of California, the City of Long Beach, and thousands of Townlot Owners, and SERRF, the largest waste-to-energy facility in the Western United States. EXAMPLES OF DUTIES THE POSITION The Division Engineer is responsible for oilfield planning and subsidence management. The position supervises and reviews key planning processes such as annual abandonment liability, annual reserves report, postproduction plan, and semiannual elevation survey for subsidence control. It also conducts studies for field life planning, voidage management, injection surveillance, and post-production subsidence management. In addition, the Division Engineer coordinates the collection of reservoir data and the creation of elevation maps and geological reviews. The position assists in developing financial models to estimate net revenue for the City from oil operations and reviews innovative reservoir enhancement proposals. The Division Engineer is responsible for selecting, training, evaluating, and directing subordinate staff, and maintaining a highly motivated staff to carry out the City’s oil field operations. The Division Engineer represents the Department on various citywide committees. The position establishes and maintains strong working relationships with internal and external stakeholders. It works closely with local oil operations in which the City has financial interest, such as Signal Hill East and West Units, Recreation Park, and Marine Stadium. In addition, the Division Engineer also coordinates projects with State Lands Commission staff members and meets with regulators regarding injection permits and pressure gradient analysis.
REQUIREMENTS TO FILE EDUCATION - Graduation from an accredited college or university with a bachelor’s degree in Petroleum Engineering, Chemical Engineering, Mechanical Engineering, Geology or a closely related field. (Proof required.)
- Candidates may substitute experience offering specific and substantial preparation for the duties of the position for the required education on a year-for-year basis.
EXPERIENCE - Five (5) years of full-time, progressively challenging oil field experience managing complex projects.
- A minimum of two (2) year of the required experience directing the work of junior staff or managing projects.
DESIRABLE QUALIFICATIONS The ideal candidate must demonstrate petroleum industry experience in the following areas: reservoir pressure transient analysis, waterflood management, enhanced oil recovery techniques, oil well drilling, and voidage management.

Retirement:California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% or 2.7% (depending on hire date) @55 for "Classic" members and 2% @62 for new members as defined by PEPRA, subject to the compensation limitations set by PERS. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.

- Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary* for all qualified PEPRA CalPERS members.
