The ITD Applications & Customer Support Division is the catalyst for continued digital transformation and technology innovation. The Division is in search of GIS Analysts experienced in spatial technologies and the administration of geodatabases to join the Enterprise Applications Team. This role encompasses a wide range of responsibilities, including supporting the County's ArcGIS Enterprise Portal and ArcGIS Online users.
The ideal candidate is comfortable working in a team environment, knowledgeable of spatial data management best practices and techniques, and experienced in the use and maintenance of applications, data and technology infrastructure of Esri's ArcGIS Suite and related tools.
The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.
Examples of Duties- Performs exploratory data analysis, visualizes information using existing and new tools (e.g. ArcGIS, R, Excel, etc.), develops scripts and algorithms, creates explanatory and predictive models, and conducts comparative analyses to address specific problems and questions.
- Performs technical research and project development related to GIS and data analysis related problems; evaluates alternatives and recommends effective courses of action.
- Prepares and maintains technical documentation and accurate, organized records.
- Recommends and develops processes and tools to automate data processing, perform analyses, and monitor and analyze model accuracy and outcomes.
- Participates in educational and professional development programs to keep abreast of current developments.
- Develops testing frameworks and tests of database and models quality and performance.
- Develops websites and services to deploy model components and data exploration tools, and to disseminate model documentation and results, including dynamic maps .
THE SUCCESSFUL CANDIDATEWill have a proven track record demonstrating the following knowledge, skills, and abilities:
Some Knowledge of :
- Principles and techniques of GIS database design and data models.
- Spatial and geographic data sources, cartographic principles, geographic data analysis techniques, and GIS software operations and products.
- Map composition, features, and themes.
- Third-party GIS software and utilities; installation parameters, and options for typical applications software packages.
- The capabilities of available computer hardware and software, including Windows operating systems and methods and techniques used in virtual or physical client-server systems.
- Algebra, trigonometry, and analytic and coordinate geometry.
- Relational databases, County geographical databases, mosaic datasets, data dictionaries, and metadata.
- Python scripting languages.
- Security methods for managing confidential data.
- Effective customer service techniques.
Skill and Ability to :
- Gather, analyze, and evaluate technical information (including performing field surveys) and data sources using best practices and industry standards and policies to achieve cost-effective conclusions and design solutions to meet business needs.
- Plan workflows and develop reports, maps, and other data products.
- Think creatively to develop new methods, procedures or approaches to achieve desired results.
- Write clear and concise GIS systems specifications, bid proposals, training manuals, technical standards, and other documentation.
- Gather, organize, and evaluate complex data, draw logical conclusions, and make effective recommendations for application and database development.
- Understand and interpret documents of complex technical and geographic subject matter, including construction plans and maps.
- Communicate complex technical concepts to non-technical users both orally and in writing when making presentations and creating documents such as user guides.
- Work effectively and efficiently under minimal daily supervision and in adverse or emergency situations, exercising initiative within established guidelines.
- Establish and maintain effective work relationships and maintain high levels of customer service.
- Organize and prioritize work to meet deadlines, and supervise the development, conversion, and integration of spatial GIS datasets, databases, and metadata.
- Write clear, concise instructions and/or training plans.
Examples of Experience/Education/TrainingAny combination of training, education, and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:
Possession of a bachelor's year degree in Engineering, Computer Science, Geography or a related field from an accredited four-year university; or four (4) years of technical engineering, drafting, and/or cartographic experience; or two (2) years of experience performing work equivalent to an IT Support Specialist in the County of Monterey.
Additional InformationCONDITIONS OF EMPLOYMENT:The required conditions of employment include, but are not limited to the following:
- Successfully complete a background check to include fingerprinting.
- Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.
- Be available to work a flexible schedule, including on-call, evenings, weekends, holidays and during times of disaster and/or emergency.
- Work with emergency services during emergencies which may include working outside in inclement weather and exposure to smoke during fires.
