    Education and Experience: An Associate's degree or higher in Computer Information Systems, Data Processing or related field of study, plus two (2) years of increasingly responsible professional web programming related experience in a network environment (such as WindowsXP) including web page design, and one (1) year using software in one or more advanced third or fourth generation command languages (HTML, Ruby on Rails, ASP, VBScript, JavaScript and/or MSSQL/MySQL) to interact with database programs.

    Special Requirements: Subject to work beyond standard workday or workweek hours as necessary. Complete specialized training to ensure up-to-date knowledge of installed upgrades, added modules or other enhancements and to maintain professional certifications during the course of employment.

    General Purpose

    Under direction, conduct systems analyses, and write related programs to ensure availability, stability and quality of City web-based public and internal customer service applications and interfaces

    Typical Duties

    Develop new or modify, and maintain existing computer systems and programs for customized web enabled interfaces linked to installed databases. Involves: Collaborate with personnel of end user departments, information technology project leaders, other programmers, and own supervisor to assess information needs, ascertain system functional and specialized application prerequisites, establish project priorities and time lines, identify suitable techniques and procedures, and forecast and document project resources and security required for internet or intranet information access. Determine feasibility of creating or redesigning applications linked to installed databases that utilize available computer hardware and function within the existing operating systems. Prepare and implement approved project plans and schedules, including estimated personnel, cost and time requirements. Evaluate program specifications for completeness and conformance to established standards. Test and document programs thoroughly prior to final release. Write technical and end user instructional materials describing program development, logic, coding and correction, and explaining installation and operating procedures. Participate in training management and functional end users, and provide technical support to assist in solving website, database and network problems. Participate in developing, implementing and enforcing web programming activity security and procedural standards and site utilization administrative controls.

    Perform miscellaneous related duties as required. Substitute, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations. Assist supervisor in training staff in established programming standards and methods.
