    • Graduation with a bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus five (5) years of experience related to the job, including two (2) years of experience in a lead or supervisory capacity.
    • Lean Six Sigma Black Belt certification will substitute for two (2) years of non-lead or non-supervisory experience.

    DEPARTMENT OVERVIEW :

    POSITION OVERVIEW :
    This position will be responsible for developing and administering, in conjunction with senior staff, a Quality Management Plan ( QMP ). Specifically, essential responsibilities include:
    oversight of the QA/QC program, which ensures completeness, timeliness, and quality of the environmental data collected, acquired, calculated, measured, estimated, archived, and reported;
    supervising staff on environmental database administration;
    directing staff on quality work activities; and
    monitoring staff’s adherence to the QAPP for their respective projects, including correct sampling locations, frequency, and timeliness of staff’s QA/QC check verification of the data.

    Other duties include:
    regularly documenting compliance with the QMP ;
    providing recommendations to senior staff on quality of data and decisions stemming from the data;
    leading the monthly reviews of invoices from laboratory contract and check against sampling;
    conducting assessments on performance of laboratory work performed;
    collaborating on program / project assessments related to inputs for a decision support system; and providing training opportunities to staff.

    Pay Range

    Commensurate

    8:00 a.m. to 5:00 p.m.
    Monday - Friday with the ability for a 60% telework schedule per week after initial training period. Exceptions may apply subject to the business needs of the department.

    The applicant should have skills related to communication in a variety of formats (written, oral, presentations) to a diverse set of stakeholders.

    The applicant should have programming skills in any of the following: ColdFusion, SQL (Structured Query Language), R, Python, or C#.

    The applicant should have experience handling environmental data (for example. uploading data from laboratories and pre-processing non-detects).

    The applicant should have experience in leading a project.

    The applicant should have experience with developing a Quality Management Plan or System.

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Supervises and directs quality consultant work activities. Develops quality and continuous improvement plans. Leads staff conducted program assessments and system evaluations. Oversees the development of stakeholder analysis and process improvement plans. Oversees simultaneous team initiatives. Advises organization leaders by identifying key performance indicators and sets organizational performance targets. Develops performance models and methodologies. Develops and manages quality control initiatives for department business units. Provides oversite for risk mitigating activities that identifies root causes and corrective action solutions. Leads efforts that supports the organizations quality center of excellence.

    Responsibilities- Supervision and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
    Knowledge, Skills and Abilities
    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

    • Knowledge of supervisory and managerial techniques and principles.

    City Government
