General Description and Classification Standards
Assists in managing the administration of the Department of Watershed Management Office of Facilities Management processes and procedures for fencing and gates at DWM facilities. Oversees, coordinates, and supervises the work of staff and contractors responsible for providing fencing/gate repairs and installation at water distribution and wastewater collection facilities. Performs a variety of administrative tasks relative to assigned area of responsibility to provide highly responsible and complex staff assistance to the reporting Assistant Director. Group may be, technical, administrative, or construction/maintenance. Supervision may be over a group of similarly skilled employees or a group with varied skills. Positions at this level are characterized by managing a small group with supervisors providing some direct work or by supervising one of several similar groups performing the same or like functions.
This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession. This level would be attainable by multiple incumbents in a work group (not necessarily by all) but would not be an "automatic" promotional level.
Supervision Received
Works under very general supervision. Depending on organization structure, will work independently with responsibility for an assigned function or program. Works closely with the Office of Safety & Security for fencing/gate repairs and installation.
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
Participates in planning, prioritizing, assigning, supervising, and reviewing the work of staff responsible for fencing/gate repairs and installation; provides administrative and technical assistance to the Assistant Director and Director of the Office of Facilities Management as needed.
Oversees, coordinates, supervises, and reviews the work of staff responsible for providing general construction, doors, locks, hanging of TVs, blinds, plumbing, and primarily fencing/gate repairs for the Department of Watershed Management.
Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures. Provides timely, accurate and thorough Performance Reviews for supervised employees.
Prepares various reports on operations and activities.
Participates in the preparation and administration of the Office of Facilities Management annual budget; submits budget recommendations; monitors expenditures and purchase orders.
Regularly conducts fencing inspections; interprets and ensures the adherence of contractors and staff to performance guidelines.
Remains on-call to respond to emergencies about fencing/gate repairs at all DWM facilities or other related problems as requested/needed.
Responsible for the monitoring of COA/DWM safety procedures and practices independently and/or with the OFM Safety Liaison and ensuring the adherence to safe work practices by personnel and contractors.
Works with various vendors in the requisition of supplies and materials.
May be required to attend meetings with contractors and management.

May interpret organizational policies and recommend exceptions. May make purchasing or resource allocation decisions within organization guidelines.
Leadership Provided
Has formal supervisory authority over work group (typically at least 4-8 employees) to include discipline, performance management, scheduling, training, etc.

Knowledge of operations, services and activities of water distribution and wastewater collection programs; knowledge of materials, methods, practices, and tools/ equipment used in fencing/gate repairs and installation.
Ability to work on-call including weekends, ability to assist in the management and coordination of the work of maintenance, technical and clerical personnel; ability to participate in the coordination of operation and maintenance schedules; communicates expectations clearly, ability to interpret and explain procedures effectively; ability to clearly and concisely prepare reports.
Ability to select, supervise, train, and evaluate staff; ability to perform responsible and difficult work involving the use of independent judgment and personal initiative; ability to coordinate and compile information and statistics into complete records and reports; ability to communicate clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public.
Minimum Qualifications - Education and Experience
High school diploma or General Equivalency Diploma (GED).
At least 2 years of experience in commercial fencing.
At least 2 years of supervisory experience.
At Least 2 years of proven experience working with MAXIMO, CMMS or similar program.
Preferred Education & Experience
Associate’s degree and/or a trade skill in a related area and 3 years of increasingly responsible experience in operations at a water distribution and wastewater collection system/facility including one year of supervisory responsibility.
Licensures and Certifications
Valid State of Georgia Driver's License required.
