PURPOSE OF DIVISION The Workforce Innovation and Development (WID) team is dedicated to supporting the operations and employees of the Houston Airport System (HAS). The focus of WID is to prepare the HAS workforce of today for the needs of the department tomorrow. WID serves as an internal resource for all HAS divisions and as a liaison for the department with COH Shared Services (HR and Payroll). WID works to provide a positive experience department-wide and assist in all efforts to grow, develop, engage, and support the HAS workforce.
PURPOSE OF THE POSITION The purpose of the Records administrator is to assists with developing, implementing and maintaining a records management program for the City of Houston, Department of Aviation legal and business records, including retention, storage, retrieval, security, indexing and dissemination of all documents. The position will assist in managing the storage, access and preservations of active and historic records and the storage and disposal of inactive and obsolete records. Advises staff in records management techniques and procedures, records protection, storage, retrieval, elimination and preservation, and automated records processing applications for all of HAS.

The Records Administrator duties include, but are not limited to:
- Developing policies and procedures related to the creation, distribution, organization, maintenance, use, retention and disposition of records for the City of Houston.
- Develops and maintains retention and disposition schedules for the City of Houston, Department of Aviation.
- Analyzing and assisting departments in establishing records management programs, including retention requirements, vitalness and protection, media format and filing systems.
- Trains on City records management policies and procedures.
- Ensuring compliance and keeps current on applicable federal, state and local regulations. May serve as liaison to the Texas State Library.
- Keeping current on technologies related to records management and implements as appropriate.
- Conducting periodic reviews of file systems, checking for file integrity and purging records when indicated in the approved retention schedules.
- Setting up new files to meet information management requirements and improving information access.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements. May be exposed to minor dust and possible allergens when working with old paper files. Must be able to lift 35lbs.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Business Administration or a related field.
EXPERIENCE REQUIREMENTS Four years of progressively responsible experience in records management are required.
SUBSTITUTION Responsible professional records management experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES PREFERENCES: Certified Records Analyst or Records Manager from ICRM preferred. ***Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. *** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. Department may administer skills assessment test.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
