The Job
San Bernardino County Fire Protection District is recruiting for a Privacy and Compliance Specialist* who perform, plan, and coordinate a variety of highly complex and responsible administrative, operational, research, and analytical duties to support the department's strategic and comprehensive compliance and privacy program. In addition, the incumbent will review, analyze and interpret laws and regulations related to legal and privacy compliance for emergency services (i.e. IEMA, HIPAA).

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Applicants must pass a background investigation, which includes fingerprinting, and/or medical exam, prior to appointment.
Travel : Travel throughout the County may be required. A valid California Class C Driver License and proof of automobile liability insurance must be provided at time of hire and maintained throughout employment.

Minimum Requirements
Must possess BOTH experience and education as follows:
EXPERIENCE:
Two (2) years of full-time equivalent professional level administrative experience in a privacy and compliance field where the primary functions include a combination of : researching, analyzing and interpreting government regulations; making recommendations for the development, implementation, and improvement of various policies, procedures, programs, and operations; evaluating/monitoring programs; and/or compliance related audits.
--AND--
EDUCATION:
Bachelor's Degree from an accredited institution in public/business administration, human resources, psychology, legal studies, health care administration, political science, health sciences, behavioral/social science or a closely related field.
--OR--
Associate's degree from an accredited institution in public/business administration, human resources, psychology, legal studies, health care administration, political science, health sciences, behavioral/social science or a closely related field AND two (2) years of experience* supporting management or professional level administrative services staff in any of the following areas within the scope of privacy and compliance: researching, analyzing and interpreting government regulations; making recommendations for the development, implementation, and improvement of various policies, procedures, programs, and operations; evaluating/monitoring programs; and/or compliance related audits.
* The 2 years of experience used to qualify with an Associate's degree will be treated as a substitution for the Bachelor’s degree and will not count towards any of the Required Experience.
Desired Qualifications
The ideal candidate will have a deep knowledge of Federal, State, and County compliance and privacy regulations within a health care, public health, human services, or emergency services organization. In addition, will have experience in a compliance program; assistance with or oversight of auditing and/or monitoring practices; and legal experience is desirable. Ability to recognize, investigate, and analyze a variety of legal conflicts or code violations and make effective recommendations. Experience in or working with public safety or healthcare is highly desired.
