    Duties and Responsibilities:

    Under the supervision of the Director of TRIO Programs, the Assistant Director of TRIO Programs is responsible for the planning, implementation and oversight of the coordination of all activities and services related to the Upward Bound and Talent Search programs at CSUN. The Associate Director is responsible for the provision of presentations, academic counseling, and other academic services to assist participants in qualifying for and graduating from 4-year colleges. Responsibilities include the management of project activities, supervision of project staff, compliance with federal and institutional regulations and legislation, record keeping of fiscal and student data, and evaluation of project objectives and performance. The incumbent is also responsible for organizing annual, monthly, and weekly performance reports, maintaining relationships and networking with CSUN faculty and staff, LAUSD personnel, and professionals in the community. The Assistant Director of TRIO programs also serve as the lead and point of contact for all TRIO programs and Federal Program Officers in the absence of the Director of TRIO Programs.

    Knowledge, Specialized Skills, and Abilities:

    Planning and Organizational Administration:
    • Assist in the planning, directing, implementing, monitoring and evaluating of all TRIO programs services for student participants in accordance with federal guidelines and stated project objectives as outlined in the grant proposals.
    • Ensure that all objectives are met in a timely and cost-effective manner.
    • Interprets U.S. Department of Education regulations applicable to the grant programs, and ensures internal accountability by developing, implementing, and updating program policies and procedures as needed to ensure compliance with federal regulations.
    • Plan, implement and monitor the academic year and summer components for TRIO Programs including, but not limited to: Saturday Academies, 6-week summer program, academic instruction, college tours, and recreational and cultural activities.
    • Assist with the development and implementation of the tutoring component of the projects.
    • Conduct site visits to target schools to monitor all TRIO staff in order to ensure quality control of the rendering and implementation of TRIO services.
    • Assist with the identification, recruitment, screening, enrollment and retention of eligible participants at all service schools according to grant guideline
    • Assist with the preparation of budgets, and other reports required by the Department of Education, the university and the department.
    • Assist with budget forecasting and strategic management for academic year and summer programming, including events and transportation.
    • Update program database and assist with completion of Annual Performance Report for the US Department of Education and other reports.
    • Assist with summative and formative evaluations and analyze project data to coordinate evaluation of project services.
    • Assist with locating and securing additional resources and continuous support to maximize opportunities and resources for all TRIO participants.
    • Assist with the preparation of funding proposals for both federal and non-federal grants.
    • Maintain communication with school-site personnel, families and students.
    • Knowledge of local community and social agencies for student referrals.
    • Responsible for maintaining accurate participant and financial records.
    • Assist with the execution and maintenance of school service agreements/ MOUs.
    • Serve as a lead and point of contact for all TRIO programs and Federal Program Officers in the absence of the Executive Director.


    Leadership, Supervision and Personnel
    • Assist with recruitment, hiring, training, supervision, and performance evaluation of full-time professional staff and part-time staff (i.e., student assistants, tutors, instructors, interns, etc.).
    • Assist with the coordination of staff meetings, trainings, and professional development for staff, student assistants, instructors, interns, and volunteers.
    • Define and determine staff responsibilities, work priorities, work assignments, daily tasks, and short and long-range plans based upon assessment of programmatic needs.
    • Review and provide feedback to TRIO Coordinators regarding their weekly and/or monthly reports.
    • Conduct monthly staff check-in meetings with TRIO Coordinators to monitor progress of workload and achievement of caseload according to timely benchmarks during the school year.
    • Complete annual staff performance evaluation reports for all TRIO Coordinators.
    • Assist with tracking and managing work schedules, sick and vacation leave, as well as overtime of all program staff; collect and maintain all time and effort forms for all TRIO programs.
    • Assist with review and approval of time sheets for employees.
    • Assist with supervision and management of staff, and ensure all staff are adhering to TRIO, department and university policies, practices, protocols, and procedures as well as applicable federal guidelines and regulations in the course of daily work activities and practices.
    • Assist with the facilitation of internal staff grievances and resolve corrective disciplinary actions if and when needed.
    • Creates a team-oriented environment characterized by a commitment to inclusiveness, collegiality, diversity, civility and mutual understanding.


    General
    • Other Duties as Assigned by the Director of TRIO programs and Director of Student Outreach and Recruitment


    Required Skills, Knowledge, Abilities and Competencies:
    • Excellent planning and coordinating skills in implementing educational programs to motivate economically disadvantaged middle and high school students.
    • Communication skills appropriate to advising and collaborating with diverse groups of people; such as students, faculty, administration, target schools, and the community.
    • Knowledge of legislation and regulations associated with TRIO programs.
    • Knowledge of higher education institutions admissions requirements and application processes.
    • Experience working with high school and middle school personnel.
    • Experience in supervising professional and student staff.
    • Available to live on campus during the summer residential program and work on weekends, evenings and attend overnight trips as needed.


    Education and Experience:
    • Bachelor’s Degree required (master’s degree preferred) in education, student personnel, counseling, administration, or related discipline (a master’s degree can be substituted for one year of experience).
    • Three years administrative experience, preferably in a higher education setting or 3 years of increasingly responsible experience working with students from diverse backgrounds specifically low-income and/or first-generation educational opportunity programs; experience in TRIO preferred.
    • Demonstrated sensitivity to the needs and characteristics of educationally disadvantaged, and minority participants; background similar to target population preferred.
    • Experience with traditionally underserved schools, participants, and communities.
    • Experience in managing budgets, expertise in using Microsoft Office applications and related programs and database management preferred.
    • Experience and demonstrated capability to supervise and manage project personnel.
    • Strong work ethic coupled with excellent oral and written communication skills.
    • Physical Demands: Ability to bend; carry, lift, push and pull up to 20 lbs.
    • Bilingual Spanish capabilities desired


    Pay, Benefits, & Work Schedule

    This position is employed through The University Corporation (TUC).

    The anticipated hiring range: $66,560 - $68,000 per year

    Time Base: Full-Time
