OVERVIEW Position Information
Manages and performs a variety of advanced professional assignments and staff supervision, including the development and implementation of the 6-year capital facility plan for the Solid Waste Division, and management of operations of County solid waste facilities, confirming ongoing facility compliance with applicable regulations and technical requirements. Duties include responsibility for capital projects, including overseeing design work, project estimating, project management, and overseeing, confirming inspection design and construction contracts for projects identified in the Solid Waste Division Capital Facility Plan, and performing a variety of professional field and office assignments that require the application of standard principles in the development and operation of solid waste facilities.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience- Bachelors Degree in engineering, science, environmental science, physical science or related field; and
- Five years of professional experience experience involving project coordination/management in preferably solid waste facilities; and
- One year of supervisory experience preferably of large diverse work groups.
Note: Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
Preferred Education, Experience or Other Qualifications- Experience overseeing and administrating grant and contracts.
- Experience working with public and with regulatory agencies.
Driving Requirements - The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
- Category 1 Driver: operates County-owned vehicle, and
- Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

ILLUSTRATIVE EXAMPLE OF DUTIES- Provide project management necessary for solid waste maintenance and construction projects. Prepare requests for proposals or qualifications (RFPs/RFQs) or bid documents, coordinate and participate in the screening and selection of consulting engineers and contractors. Administer contracts, including developing the scope of work, schedule and budget; monitoring progress of work; reviewing invoices and change order requests; and ensuring compliance with approved contract and County ordinances.
- Provide general oversight of solid waste operations, including transfer station and recycling and garbage drop-box facilities and moderate risk waste collection facilities. Coordinate with specialists directly overseeing operations in planning and conducting capital projects. Assist in the development of policies and procedures related to operations.
- Supervise operations supervisory staff including setting work priorities, procedures, planning, organizing, assigning, advising, assisting, coaching, motivating and training as necessary. Establish standards of performance for each position supervised, evaluate the work of assigned staff, and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination. Interpret and train staff on policies and operating procedures and provide guidance and training to facilitate staff development and motivation.
- Oversee development and implementation of 6-year capital facility plan for the Solid Waste Division. Develop short and long range plans and operational programs including budget requirements. Prepare and make public presentations to explain assigned projects and to present progress reports. Manage, coordinate, and prepare applicable maps, exhibits, drawings, charts, and graphs and provide technical testimony as required. Respond to or direct the resolution of inquiries, problems, complaints, or requests for information from other departments, elected officials, agencies and the general public.
- Coordinate and participate in pre-bid, pre-construction and technical review meetings with contractors, engineers and representatives from County departments to review and analyze plans, specifications and related impacts for assigned projects. Review and obtain necessary approval of specifications, plans and contract documents before they are used in the public bidding process for County construction projects.
- Coordinate and supervise the site inspections of construction work to assure work is performed in accordance with plans and specifications; monitor contractor progress and coordinate construction engineering activities. Prepare and maintain construction documentation, maintain field records, monitor progress estimates, change orders and recommendations for payments to contractors for release and maintenance of performance bonds.
- Assist Solid Waste Senior Program Manager and in-house engineering staff with special projects as requested, including but not limited to: grant applications and project proposals for external funding for solid waste capital projects; capital program budget development and management; Comprehensive Solid Waste Management Plan updates; development and implementation of the Disaster Debris Management Plan.
