OVERVIEWPosition Overview Join the Kitsap County Department of Public Works as our Environmental Program Analyst and help the Roads Engineering and Maintenance Divisions with environmental compliance and permitting. This position supports both Capital and maintenance projects during design, construction and post-construction by obtaining permits, developing reports (such as Habitat Management Plans), ensuring compliance and performing monitoring duties.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience- Bachelors Degree in related field; and
- Three years of related experience performing environmental analysis, obtaining permits and ensuring compliance, wetland/stream identification and mitigation, biological assessments and/or other environmental services; OR
- Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.
Preferred Education, Experience or Other Qualifications - Certified Erosion and Sediment Control Lead (CESCL)
Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as
:- Category 1 Driver: operates County-owned vehicle, and
- Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
Required Licenses, Certificates, Examinations/Tests and Other Requirements Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.
Prior to employment, the successful candidate must:
- Submit copies of valid certifications and/or official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
- Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
- Pass a criminal history background check through law enforcement agencies.
- Submit a copy of their State employment driving record abstract to verify their eligibility to drive for Kitsap County.
Required Knowledge, Skills and Abilities - Knowledge of: Provides professional planning, scientific services and project leadership to ensure Kitsap County Department of Public Works (KCDPW) projects are conducted in accordance with laws and regulations;
- Skilled in: Performs environmental analysis, critical area surveys, wetland/stream identification and mitigation, biological assessments and other environmental servicesCommunicate effectively orally and in writing. Utilize a personal computer and navigate various computer programs, prepare and review legal documents, and inspect sites as necessary. Maintain a professional demeanor under heavy workload and stressful situations.
- Abilities to: Appear for scheduled work with regular, reliable, and punctual attendance. Communicate Effectively, orally and in writing. Establish and maintain effective working relationships with other staff, the citizens and representatives of other agencies. Physically perform assigned duties and essential functions of the position. Work various shifts, evenings, weekends, holidays and overtime as required.
Work independently without regular direction, and troubleshoot problems in assigned area of responsibility. Maintain confidentiality and adhere to policy and procedures of the department.

ILLUSTRATIVE EXAMPLE OF DUTIES- Prepare, plan, conduct, document and report results of scientific studies of aquatic and terrestrial systems, wetlands, plants, and animal communities in compliance with federal, state, and local environmental laws and regulations. Studies include, but are not limited to, Wetland, Stream and Ordinary High-Water Mark Delineations, Habitat Management Plans, Post-construction monitoring reports and forage fish surveys. Applied knowledge of hydrology, hydraulics and geomorphology on fish passage designs and implementation.
- Identify and evaluate environmental effects of roadway features, construction methods, and operating procedures of transportation facilities.
Collaborate with KCPDW Roads Engineering and Maintenance project teams to recommend strategies for avoiding and minimizing impacts to protect resources, habitats, and species. - Review project design plans and reports for consistency with environmental permit conditions and environmental commitments. Provide guidance and assistance during construction to ensure permit compliance.
- Completing or facilitating the completion of environmental analysis and documentation required to complete environmental review and permitting. Permits include, but are not limited to: SEPA, Shoreline Substantial Development, HPA, USACE, Regional Road
- Maintenance Program obligations and other federal, state, and local permits.
- Support emergency responses (permitting) including but not limited to: infrastructure damage, roadway flooding and damaging weather events.
- Other duties as assigned.
