    Education and Experience : A Bachelor's Degree or higher in Public Health Education, Community Health Education, Biological Science, Social Science, Behavioral Science or related field and one (1) year of direct contact experience with the public, patient or provider in a communicable disease control, epidemiology or preventive health program involving interviewing, investigating and educating customers, related contacts or at-risk persons.

    Licenses and Certificates : Certified as a Phlebotomy Technician within 6 months of appointment. Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    This position is in keeping with the City of El Paso's Strategic Goal to deliver prevention, intervention and mobilization services to promote a healthy, productive and safe community. Under general supervision, performs Human Immunodeficiency Virus (HIV) testing and counseling services for high risk individuals in the community in office, clinical and/or outreach settings.

    Typical Duties

    Performs HIV testing and counseling services. Involves: Conducts client risk-assessments, HIV counseling, testing and referral services using individual-level counseling protocols and tools designed to help clients reduce their risk for HIV. Reviews previous history as necessary and completes case reports to maintain investigative data. Coordinates, collects and delivers appropriate samples to the laboratory for analysis. Administers HIV tests using venipuncture or finger sticks. Provides referrals for treatment, education, social services and HIV early intervention as required by the referral plan. Provides rapid, thorough, confidential follow up by telephone or field visit to persons requiring medical evaluation due to an abnormal test or exposure to a disease. Keeps supervisor and others advised regarding apparent trends or factors which are critical to the health of the community.

    Provides information to the department, Texas Department of State Health Services and other agencies to assist in their investigations and prevent further introduction and spread of disease. Educates and counsels individuals and groups on the epidemiology of HIV, modes of transmission and prevention. Assists in control activities during outbreaks of diseases. Conducts data entry into State data base as needed and writes reports as required by the program. May be required to conduct outreach or facilitate meetings and discussions for other HIV programs in the absence of designated staff.
